2703/1 Apologies for absence

2703/2 Declarations of interest and dispensations from members in accordance with the Local Government

2703/3 Co-Option for Councillor Vacancy
The candidate gave an overview of her background. Councillors RESOLVED unanimously to co-opt Sarah Pickering-Paterson to the position of Councillor. The declaration of acceptance form was signed and witnessed.
2703/4 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 28th February 2024
Councillors RESOLVED unanimously to approve the Minutes taken on 28th February 2024.
2703/5 Clerks Report
Councillors noted the report. Councillor Garbutt will let the Clerk know the suggestions for improvements to St George’s Hill trees and hedges. The draft CIL return for 2023.24 was discussed.
2703/6 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
None.
2703/7 Representative Reports
County Council: None.
District Council: The report by District Councillor Howitt-Cowan was noted. He agreed to contact West Lindsey District Council Planning to ask for more information about the expected planning application for Glentworth Hall.
Police report: There was one report of anti-social behaviour in Glentworth during January 2024.
2703/8 Planning Matters to be Reported and Considered:
147901: Cliff Farm, Middle Street, Glentworth, Gainsborough, Lincolnshire, DN21 5BZ, Prior approval application for change of use of part of an agricultural building to flexible use – no comments.
Glentworth Hall – discussed under District Councillor report.

Councillors RESOLVED to approve the financial report and approve electronic payments e741-e744.

There was discussion about the arrangement for reimbursement between the Parish Council and Village Hall for payment of the difference between broadband costs and room hire. The Chairman and Councillor Garbutt checked the statement balance and signed the statement to confirm the value of £23,132.21 at 29/02/24.
Finalise budget: Councillors RESOLVED unanimously to finalise the budget for 2024.25.
2703/10 To receive reports for discussion
Play Area and Pocket Park risk assessment Report by the Clerk: The Clerk reported that the play park equipment was operationally safe and the defibrillators are emergency ready. The newly planted tree in Pocket Park needs to be replaced.
Solar Proposals: Councillor Garbutt reported that the Tillbridge proposal is imminent.
Clerk’s laptop replacement: Councillors RESOLVED unanimously to replace the Clerk’s laptop for c.£300 ex VAT.
Northland’s Road track: The condition of the track will be monitored.
