Minutes of the Meeting of Glentworth Parish Council

Attendance: Councillors: J. Latham, E. Rook, H Fitzpatrick, W.Annibal and L. Garbutt. Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan

 

1001/1 Apologies for absence

Councillors Councillor Hebborn & C. Montgomery.

1001/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

1001/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 22nd November 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 22nd November 2023.

1001/4 Clerks Report

Councillors noted the report. 

1001/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Annibal reported that the Christmas Tree has now been taken down and expressed thanks to Lindum and Mr Loynes for their assistance.  Councillors agreed that there should be more lights on the tree next year.  The Clerk will redistribute chippings over the Christmas Tree base.

1001/6 Representative Reports

County Council: None.

District Council: The report by District Councillor Howitt-Cowan was noted.

Police report: There were no new incidents reported.

1001/7 Planning Matters to be Reported and Considered:

There was discussion about Glentworth Hall and Northlands Road track.  District Councillor Howitt-Cowan agreed to ask the West Lindsey Planning enforcement team about the current situation and at what stage a planning application for change of use must be submitted by Group Retreats.  The Clerk will send him background information.

The Chairman checked the statement balance and signed the statement to confirm the value of £24,310.97 at 30/12/23.

 

•             Councillors considered budgetary items for the budget in 2024/25.

•             Councillors RESOLVED unanimously to request a final precept value of £10,918 for 2024.25, being a 3 % increase on the 2023.24 value.

1001/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe and the defibrillators are emergency ready.

Solar Proposals: Councillor Garbutt reported that there are hearings scheduled during January for the West Burton proposal.  Tillbridge solar are undertaking a targeted consultation due to a boundary change.

Trough upkeep: Councillors Annibal and Rook agreed to remove existing dead plants from the troughs.  Councillors discussed the use of a gardener to plant the troughs.

Tree Kexby Road: The Clerk will ask Glentworth Scottish Farms if they own the field where the tree is rooted.

1001/10 Correspondence for Information

All correspondence was noted by Councillors.

Councillor Fitzpatrick announced that she intends to resign.  Councillor Latham thanked her for her time and service to the Parish Council.

1001/11 Minor items/ Agenda items for the next meeting

Councillor Rook said that there could be a village allotment.

The next Meeting of Glentworth Parish Council will be on Wednesday 28th February 2024.
