Minutes of the Meeting of Glentworth Parish Council

0208/2 To receive the declaration of acceptance from New Councillor

Councillor Garbutt signed the declaration of acceptance, witnessed by the Clerk.

0208/4 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 28th June 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 28th June 2023.

0208/5 Clerks Report

Councillors noted the report.  It was reported that CGC say that improvements to the Pocket Park can be undertaken by Councillors/ public.  Councillor Rook agreed to create posters inviting public participation during October.  Councillor Hebborn will ask Mr M. Davey whether he is willing to assist. The Clerk was asked to request that Glentworth Scottish Farms cut back the hedge around the speed indicator device.  The message on the sign will also be adjusted to say ‘Slowdown’ (30-35 mph) and ‘Too Fast’ (35+mph).

County Council Issues: There was no report. 

District Council Issues: The District Councillor provided a report.

Police report: No incidents were reported. 

0208/8 Annual Insurance Renewal

Councillors RESOLVED unanimously to renew insurance with Aviva on a 3 year deal for £401.26 per annum.

0208/9 Planning Matters to be Reported and Considered:

146804, 12 Hawthorne Close Glentworth Gainsborough DN21 5ED, application to install a Velux roof window – no comments.

Land at Hawthorne Close: It was noted that the plot is no longer being marketed.  The Clerk will draft a letter to Mr Rashid to ask his intentions.  The Clerk will ask LALC if civil action is possible due to the site being an eyesore.

Glentworth Hall: There was discussion about this property being on Group Retreats for hire to large groups.  The Clerk will ask West Lindsey Planning whether in general planning permission is required for an entire home to be used as a holiday let/ AirBNB.  He will also enquire whether listed building consent is required for Glentworth Hall.

0208/11 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use albeit with some signage obscured by plants which should be cut back at the Village Hall. The defibrillators are emergency ready.  Councillor Hebborn reported that the newly planted tree in Pocket Park had died.  It was agreed to find a replacement.

IGas Oil Wells: There was discussion about the outcome of the request for a holding direction and to call in the proposal.

Village Hall Committee grounds maintenance request: There was discussion about the request for the Parish Council to cover the full cost of grounds maintenance at the Village Hall due to a lack of funds.  It was agreed that in principle this could be okay, perhaps in the form of an annual grant, however, a meeting will be arranged with the Village Hall Committee to discuss this further.

Solar Proposals: Councillor Garbutt provided an update.  WA left the meeting (21.14).  WA returned (21.20).  Tillbridge Solar is accepted on the early adopter’s scheme.  There will be a meeting at Riesholme campus about Gate Burton.  Interested parties must register to attend the Cottam meeting by 22/8.  There is concern that too many people attend and dilute the message.

Christmas Tree hole: Councillor Montgmery noted that there is already a cylinder available for the tree.  Councillor Latham will arrange a meeting with Mr Chambers to discuss installation.

First Aid Training: Councillor Hebborn agreed to find the cost of this.

NHT Survey: The Clerk will circulate the email and a response is due by 15/10/23.

Community Noticeboard: It was agreed that a message should be included in Village Venture to promote the noticeboard use.

Future Projects: Councillors agreed to defer this item until the next meeting.

Traffic mirrors: Councillors agreed that there is a need for traffic mirrors at the junction of Church Street and Kexby Road
