Minutes of the Meeting of Glentworth Parish Council

 

Date: Monday 20th September 2023      

Venue: Glentworth Village Hall

Attendance: Councillors: J. Latham, C. Montgomery, H Fitzpatrick, E. Rook, W.Annibal and L. Garbutt. Also attending: G. Monks (Clerk).

 

2009/1 Apologies for absence

Councillor Hebborn and District Councillor Howitt-Cowan.

2009/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2009/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 2nd August 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 2nd August 2023.

2009/4 Clerks Report

Councillors noted the report.  The Clerk was asked to contact Lincolnshire County Council Highways to request traffic mirrors at the bottom of St Georges Hill and at the junction of Church Street and Kexby Road.

2009/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

None.

2009/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: The District Councillor report was noted. Councillor Latham said that there would be a Scampton online meeting on 27/9/23.  Councillor Fitzpatrick will attend.

Police report: No incidents were reported.  The Clerk noted that the PCSO will no longer attend our meetings.

2009/7 Planning Matters to be Reported and Considered:

147166, 12, Hawthorne Close, Glentworth, Gainsborough, Lincolnshire, DN21 5ED, Request for confirmation of compliance with condition 1 of planning permission 146804 granted 01 August 2023 – noted.

Land at Hawthorne Close: No update.

Glentworth Hall: There was discussion about retrospective permission that is expected to come forward and that complaints should be logged with Group Retreats or AirBnB as they arise.

2009/8 Accounts

2009/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use albeit with some signage obscured by plants at the Village Hall. The defibrillators are emergency ready. 

Annual Play Area Inspection report: There was discussion about the outcomes of the report.  The Clerk will investigate whether the swings need to be serviced.

Village Hall Committee grounds maintenance request: A meeting by the Village Hall Committee to discuss this is yet to take place.  It was noted that the Neighbourhood Plan will need to be reviewed and the Clerk will ask Openplan Consultants if they can help.

Solar Proposals: Councillor Garbutt provided an update. 

Christmas Tree hole: Councillor Latham said that he had met with Lindums and a quotation is awaited. Councillor Montgomery raised the idea of introducing roadside signage on B1398 to describe the impact on the countryside of the solar proposals.  She will find the costs of producing signs.

Glentworth/ Harpswell footpath: The Clerk will send a Freedom of Information request to Lincolnshire County Council to ask for the name of the objector and the nature of the objection.

Speed sign insurance claim: Councillors RESOLVED unanimously to purchase a solar speed indicator device.  The Clerk will obtain three quotes for this and arrange a meeting with Lincolnshire Road Safety Partnership to agree the location for this.

Future Projects: Councillors discussed projects such as a new seed sign, play equipment for older children and a covered seating area and the review of the neighbourhood plan.  There was discussion about arrangements for the Pocket Park improvements.  Councillor Rook will contact Mr. Davey to establish his availability.

Remembrance Day wreath: Councillors RESOLVED unanimously to purchase a wreath from RBL Poppy Appeal (s.137).

NHT Survey: Councillors will send the Clerk any comments they wish to make.

2009/10 Correspondence for Information

All correspondence was noted by Councillors.  The Clerk will establish when the gas work on B1398 will conclude.

2009/11 Minor items/ Agenda items for the next meeting

None.

2009/12 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Wednesday 1st November 2023.
