Minutes of the Meeting of Glentworth Parish Council

Date: Monday 28th June 2023   

Venue: Glentworth Village Hall

Attendance: Councillors: J. Latham, C. Montgomery, H Fitzpatrick, E. Rook and 2 members of the public. Also attending: G. Monks (Clerk), District Councillor Howitt-Cowan

 

2806/1 Apologies for absence

Apologies received and accepted from Councillor W. Annibal and C. Hebborn

2806/2 Declarations of interest and dispensations from members in accordance with the Local Government

2806/3 Minutes of the Annual Meeting of Glentworth Parish Council held on Wednesday 17th May 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 17th May 2023.

2806/4 Clerks Report

Councillors noted the report.  The Clerk was asked to establish where the 30mph zone on Kexby Road/ Hanover Hill starts.

2806/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Chairman reported that he had helped with the responses to the IGas proposal and solar proposals.

2806/6 Representative Reports

County Council Issues: There was no report.  The Chairman will be writing to complain about a lack of attendance.

District Council Issues: The District Councillor provided a report.

Police report: No incidents were reported.  The number of PCSO’s in Lincolnshire will be halved.

2806/7 Consideration of applications for Councillor vacancy

Councillors RESOLVED (Vote 2 for LG, 2 for AJ – casting vote Chairman) to co-opt Mrs L. Garbutt to the position of Councillor.

2806/8 Appointment of Internal Auditor

Councillors RESOLVED unanimously to appoint P. Mellows as Internal Auditor for 2023/24.

2806/9 Data Protection Fee

Councillors RESOLVED unanimously to pay the data protection fee of £40.

2806/10 Planning Matters to be Reported and Considered:

146703, Woodside Cottage 18-20 Kexby Road Glentworth Gainsborough DN21 5DQ, application for two storey rear extension – Councillors agreed to support this application.

146804, 12 Hawthorne Close Glentworth Gainsborough DN21 5ED, application to install a Velux roof window – Councillors RESOLVED unanimously to object to this application and support the concerns of 16 Hawthorne Close.

2806/12 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use albeit with some bird fouling. Some signage is obscured by plants which should be cut back. The defibrillators are emergency ready.

Pocket Park Ecological Survey:  The Chairman said it was a good report.  The Clerk was asked to find out which parts would need to be implemented by an expert and which parts can be done by the Parish Council.  Councillor Montgomery said that a place to tie up dogs should be considered.

IGas Oil Wells: Councillors RESOLVED unanimously to ratify the decision to request a holding direction and to call in the proposal.

Solar Proposals: Councillors RESOLVED unanimously to ratify the decision to comment on the Gate Burton proposal.  District Councillor Howitt- Cowan will ask the leader of WLDC if there will be any legal assistance available for Parish Councils with respect to the proposals.

Christmas Tree hole: Councillors RESOLVED unanimously to purchase asset maps from Anglian Water and BT.

Hillside Road: The Clerk will share information received with the parishioner who requested adoption which indicates a large deposit is required up front to support an application. The Clerk has requested an indication from LCC whether it is feasible to transfer the ownership of the road based on its general dimensions and condition.

Future Projects: Councillors discussed project ideas and prioritised focusing on Pocket Park and looking at adult exercise equipment, a covered seating area for the park, litter bins and assisting the Village Hall Committee in improving the hall.

Traffic mirrors: Councillors agreed that there is a need for traffic mirrors at the junction of Church Street and Kexby Road and at the bottom of St Georges Hill.  The Clerk was asked to formally request these from LCC Highways.

Village Venture: Councillors RESOLVED unanimously to pay the publishing fee from 2023/24 of £220.

Glentworth/ Harpswell Bridleway: Councillors discussed the news that an objection from an unknown source had been received by LCC.  It is understood that a letter will be sent to the objector to request that the objection is withdrawn.  If it is not withdrawn, then the case will go to the Planning Inspectorate for determination.
