Minutes of the Meeting of Glentworth Parish Council

0111/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 20th September 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 20th September 2023.

0111/4 Clerks Report

Councillors noted the report.  Councillor Garbutt agreed to lay the remembrance wreath at the event on 12th November.  The Clerk handed emergency details to Councillor Annibal for use in the event that the Clerk is unavailable.

0111/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Latham said he had met with Lindum to discuss the installation of a Christmas Tree base.

0111/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: The District Councillor report was noted. He also noted that there will be a new bin system from 2026 which may include food waste.  The Scampton judicial review outcome is awaited.

Police report: The Clerk presented the police statistics for Glentworth showing 2 burglaries in August.

0111/7 Planning Matters to be Reported and Considered:

147350, The Vicarage, 1, Stoney Lane, Glentworth, Gainsborough, Lincolnshire, DN21 5DF, installation of three dormer windows to the front elevation to create additional space internally – no comments.

ANW_DN157, proposed communications installation for Arqiva’s smart meter network for Anglian Water at Harpswell wb, Middle Street, Hall Farm, West Lindsey, Lincolnshire, DN21 5BZ – Councillors requested that mobile transmitters are mounted on the proposed aerial.

Glentworth Hall – It was noted that there had been no planning application received yet.  The Clerk will contact the planning enforcement officer to ask for an update.  He will also contact Glentworth Scottish Farms to request a copy of the conveyances.  The Clerk will contact Countryside Access to establish their view on vehicular use of the track.

Councillors considered budgetary items for the budget in 2024/25.

0111/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use and the defibrillators are emergency ready. 

Pocket Park works: It was noted that it will require skilled work to undertake the improvement to the pond.  A new gate will also be needed.  The ecology report could be sent to contractors in order for them to visit and recommend actions. A message will be placed alongside the pond warning of the need to take care near the water’s edge. Councillors RESOLVED unanimously to purchase a Platinum Jubilee replacement tree for the Pocket Park.

Village Hall matters: Councillors Hebborn and Latham met with the chair of the Village Hall Committee and a list of projects was noted.  Councillors RESOLVED unanimously to create a reserve for Village projects and to be the account holder of the BT broadband contract for the Village Hall.  Reimbursement will be invoiced at year end from the Village Hall Committee.

Speed Indicator Device: The Clerk updated Councillors following a site meeting with Lincolnshire Road Safety Partnership.  It was confirmed that the existing SID can be moved to the opposite side of Hanover Hill.  The best locations for a new solar powered sign were identified to be at either of the entry place name signs on Kexby Road. Councillors agreed that the preferred position is at the first entry sign as you approach the village from Kexby.  The Clerk was asked to look into the application for a grant from Star Energy.  The Clerk will also establish whether a CIL payment will be forthcoming relating to the IGas oil well planning application.  Councillors RESOLVED unanimously to purchase a solar powered Evolis SID from Elancity for £2250 ex VAT and delivery.

Solar Proposals: Councillor Garbutt provided an update. 

Christmas Tree: Councillors RESOLVED unanimously to ratify the decision to select Lindum to fabricate and install a Christmas Tree base.  Councillors RESOLVED unanimously to pay for the erection of the tree by Fillingham Trees.

Glentworth/ Harpswell bridleway: The Clerk noted that he had received a response to the Freedom of Information Request  which could not disclose the identity of the objector.

Future Projects: Councillors discussed projects in previous agenda items.

Neighbourhood Plan review: Councillor Latham said that Openplan Consultants have said that the review did not necessarily require help from consultants.

Footpath condition: Councillor Montgomery said that parishioners have reported that the footpath to Hillside Road is uneven due to use by horses.  The Clerk will publish a message in Village Venture and Glentworth News reminding parishioners that horse riding is not permitted on footpaths and also a message reminding dog owners to pick up after their dogs.
