Minutes of the Meeting of Glentworth Parish Council
Date: Wednesday 28th February 2024
Venue: Glentworth Village Hall
Attendance: Councillors: W.Annibal, E. Rook, C. Hebborn, C. Montgomery and L. Garbutt. Also attending: G. Monks (Clerk) and 3 parishioners.
Public Session
A resident raised concerns relating to gabion baskets in the stream adjacent to the land on Hawthorne Close that has narrowed the channel causing flooding near the bridge to the stables and sewage escaping from drains. The Clerk will contact Anglian Water about this.
Concerns were also raised about the condition of Hillside Road and a resident said they were looking into its adoption.
Another resident expressed concerns about planning application (147867) and described the objections that he has and that he will be requesting that it is determined by Planning Committee. It was also noted that drains may not cope with increased run off caused by further development.

2802/2 Declarations of interest and dispensations from members in accordance with the Local Government
1. To record declarations of interest by any member of the council in respect of the agenda items. Councillor Garbutt declared an interest in agenda item 2802/7 due to the proximity to her property. Councillor Hebborn also declared an interest in agenda item 2802/7 due to the proximity of a planning application to his property.
2. To note dispensations given to any member of the council in respect of the agenda items. None declared

Councillors RESOLVED unanimously to approve the Minutes taken on 10th January 2024.
2802/4 Clerks Report
Councillors noted the report. Councillors said that the replacement of the Clerks laptop should be an agenda item at the next meeting. The Clerk will also look into the time of day that the high speed of 98mph was recorded.
2802/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
Councillor Annibal reported that more Christmas Tree lights are required.
2802/6 Representative Reports
County Council: None.
District Council: The report by District Councillor Howitt-Cowan was noted.
Police report: There was one burglary in Glentworth during December 2023.
2802/7 Planning Matters to be Reported and Considered:
147867: Land adjacent to 3 St Georges Hill Glentworth Gainsborough DN21 5DB, erect 1no. dormer bungalow with associated access and landscaping works. Councillors agreed to object to this application due to concerns about drainage, vehicle access, size of the property on a small plot, it was meant to be a garden in a previous application, it is contrary to parts of the Neighbourhood Plan, the materials should be vernacular limestone, its proximity to other properties, overlooking other properties, exceeding the allocation of new dwellings for the village, and its in a conservation area.
147886, Land adjacent to, Chapel Lane, Glentworth, Gainsborough, DN21 5DE, Request for confirmation of compliance with conditions 2 (Great Crested Newts), 3 (Biodiversity Net Gain) and 4 (bat and bird boxes) of planning permission 146586 granted 6 July 2023. Councillors noted the actions taken.
2802/8 Accounts
Councillors RESOLVED to approve the financial report and approve electronic payments e739-e740.

The Chairman checked the statement balance and signed the statement to confirm the value of £23,529.57 at 30/01/24.
• Councillors considered budgetary items for the budget in 2024/25.
2802/9 To receive reports for discussion
Play Area and Pocket Park risk assessment Report by the Clerk: The Clerk reported that the play park equipment was operationally safe and the defibrillators are emergency ready.
Solar Proposals: Councillor Garbutt reported that virtual hearings are ongoing and the Tillbridge proposal is imminent. Councillor Montgomery said it would be useful to have another public meeting.
LALC subscription and training scheme: Councillors RESOLVED unanimously to renew the membership with LALC for 2024/25. Councillors RESOLVED unanimously to subscribe to the LALC training scheme.
Trough upkeep: Councillors Annibal and Rook agreed to remove existing dead plants from the troughs There was discussion about planting herbs as well as flowers. The costs will need to be accounted for in the budget.
Risk Assessment: Councillors RESOLVED unanimously to adopt the Councillor Activities document, Risk Review, Review of Internal Controls and asset register 2023/24.
St. George’s Hill verge and hedges: Councillor Garbutt raised the condition of the hedges and verges. Councillors asked the Clerk to contact Glentworth Scottish Farms to request that they are maintained due to this being an important approach to the village.
Village allotment: Councillor Rook said that this may be satisfied by planting herbs in the troughs.
2802/10 Correspondence for Information
All correspondence was noted by Councillors.
2802/11 Minor items/ Agenda items for the next meeting
Councillor Montgomery requested that the muddiness of the Northlands Road track is an agenda item at the next meeting. The Clerk will also report the condition of the pathways on St George’s Hill and Hanover Hill.
