Minutes of the Meeting of Glentworth Parish Council

Venue: Glentworth Village Hall
Attendance: Councillors: J.Latham (Chairperson), H Fitzpatrick, C. Montgomery, S. Tymoszczuk. Also attending: District Councillor Howitt-Cowan and PCSO McFaul.
3003/1 Apologies for absence

Councillors RESOLVED unanimously to approve the Minutes taken on 23rd February 2022.

Councillors noted the report.
3003/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
None reported.
3003/6 Representative Reports
County Council Issues: There was no report.
District Council Issues: The District Councillor provided a report on recent West Lindsey issues.
Police report: The PCSO reported that there had been two incidents but these were not in the public’s interest.
3003/7 Planning Matters to be Reported and Considered
144490, 36 Church Street Glentworth Gainsborough DN21 5DJ, change of use of garden cabin to holiday let. Councillors agreed to return comments that parking must be off road and it should be a condition that the dwelling cannot be used for longer than 30 days of continuous occupation for holiday purposes.
144457, 2 Grange Cottages Kexby Road Glentworth Gainsborough DN21 5DP, erect porch to front, 2 storey side and single storey rear extensions, including removal of existing conservatory. Councillors agreed no comment.
144533, Land adj to 30 Church Street Glentworth Gainsborough DN21 5DJ, erection of a dormer bungalow being variation of condition 2 of planning permission 142616 granted 11 May 2021 - small changes to dwelling design. Councillors agreed no comment.
3003/8 Accounts
Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 667 to 669.

Budget 2022/23: Councillors RESOLVED unanimously to finalise the budget for 2022/23.
NALC salary rate: Councillors RESOLVED unanimously to adopt the new rates and apply them to the Clerk’s salary and backpay to April 2021.
3003/9 To receive reports for discussion
Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and the defibrillators are emergency ready.
Risk Assessment: Councillors reviewed the Councillor Activities, Risk Review, Review of Internal Controls and Asset Register for 2021/22 and RESOLVED unanimously to approve these.
Recreation Area Project: Councillors RESOLVED unanimously to authorise the Clerk to be the signatory for the FCC Communities grant agreement. A publicity plan was agreed. The District Councillor said he would look into options for assistance with paying invoices. The Clerk reported the current number of hours he had spent project managing this project.
COVID 19: There was no change to current measures.
Information Room: The Clerk presented noticeboard options. Councillors RESOLVED unanimously to purchase a wooden noticeboard from The Parish Noticeboard Company which has 2 unlocked doors, a pin board and a banner saying ‘Community Noticeboard’.
Elizabeth Close: The response from the property and assets manager at WLDC was reviewed and the Clerk was asked to respond that the Parish Council would not take up the options presented.
Platinum Jubilee: An application for funding has been submitted to WLDC and an outcome is awaited.
Old defibrillator relocation: Councillors RESOLVED unanimously to ratify the decision to donate the spare defibrillator to a charity who will transport it to Ukraine.
Grit Bin: Councillors RESOLVED unanimously not to purchase a grit bin for Kexby Road.
Code of Conduct: Councillors will decide whether to adopt the new WLDC code of conduct at the AGM.

3003/12 Date of Next Meeting
The Annual Meeting of Glentworth Parish Council will be on 11th May 2022 at 7.30pm in Glentworth Village Hall. The Annual Parish Meeting will be at 7pm.
