Minutes of the Meeting of Glentworth Parish Council

Date: Wednesday 8th September 2021 

Venue: Glentworth Village Hall

Attendance: Councillors: J.Latham (Chairman), E. Rook, C. Montgomery, H Fitzpatrick, C. Hebborn, S. Tymoszczuk.  Also attending: District Councillor Howitt-Cowan.

 

The Chairman started the meeting by announcing the sad passing of Mr Mike Treen.  Condolences are extended to his family.

0809/1 Apologies for absence

Apologies received and accepted from W. Annibal, County Councillor Perraton-Williams and PCSO McFaul.

0809/2 Declarations of interest and dispensations from members in accordance with the Local Government

0809/3 Minutes of the Meeting of Glentworth Parish Council held on Monday 26th July 2021

Councillors RESOLVED unanimously to approve the Minutes taken on 26th July 2021.

0809/4 Clerks Report

Councillors noted the report.

0809/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Chairman reported he had been involved with the Hawthorne Close planning issue and had discussed the Health and Safety representative role.

The Vice Chairman reported no activities.

0809/6 Representative Reports

County Council Issues: No update received. 

District Council Issues: Councillors thanked the District Councillor for his report. The District Councillor will chase the installation of WIFI at the Village Hall.

Police report: There was no report received.

0809/7 Planning Matters to be Reported and Considered

143434, 1 & 3 St Georges Hill Glentworth Gainsborough DN21 5DB, conversion of 2no. dwellings to 1no. dwelling, erect detached garage along with access and landscaping works.  Councillors agreed comments that they support the application but query whether there is an intention to renovate the outhouses too.

143367, Hawthorne Close.  There was discussion about progress and the efforts made by parishioners.  The District Councillor said no decision had yet been made.

0809/8 External Audit Report

Councillors RESOLVED unanimously to pay the external audit fee of £240.

0809/9 Annual Play Area Inspection report

Councillors reviewed the report and RESOLVED unanimously to pay the fee of £82.20.

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 647 to 651.

Budget 2022/23:  The Clerk requested that Councillors consider any budgetary considerations and inform him of them in the coming months.

0809/11 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and the Hawthorne Close defibrillator is emergency ready. The Village Hall defibrillator is currently unavailable due to a cabinet fault.

Recreation area project: Councillor Latham provided an update noting that funding is being investigated with a view to apply to three funding options.  The visualisations for the project will be displayed at the Scarecrow Festival.

COVID-19: There was no change to measures.

Northlands Road Track: It was reported that the Laurel hedge adjacent to the track has been cut back and the trough at the southerly end had be moved to a more sunny position. Councillor Tymoszczuk has fitted reflectors to the troughs so that vehicles can see them at night. 

Speed Indicator Device: Councillors reviewed speed data showing an average speed of 28mph into the village in August.  However, there were some very high speeds included with the highest when leaving the village.  The Clerk was asked to adjust the display to show a warning when high speeds are recorded.  Speed data in future will be discussed at meetings on an exception basis.

Footpath to Harpswell: Councillor Latham reported he had contacted the Ramblers Association who were not able to help.  A copy of the original application needs to be sent with the appeal to the Secretary of State and Councillor Montgomery will arrange this.

Information Room: District Councillor Howitt-Cowan agreed to speak to the Vicar/ Church Warden of Glentworth Church to establish whether he would be happy to allow for an information area/ exchange to be located at the Church.

Defibrillator at the Village Hall:  The Clerk reported that the replacement defibrillator and cabinet would be fitted on 23rd September by the District Council and then be subject to the maintenance scheme.  The existing defibrillator will be kept at the Village Hall until a future use is established.  It is hoped that training can be arranged with LIVES.

Wildlife Trust and Wildlife Flowers: Councillor Rook said she had contacted an ecologist to discuss locations for wildflowers.

Seating in the Village: There was discussion about where this could be located and Councillors suggested places near the bird feeder on the path to Hillside Road, half way along Northlands Road track, on the land in front of Peacock Row and near the bus stop at the top of Hanover Hill.  Councillor Latham will display a village map at the Scarecrow Festival and invite parishioners to indicate their preferences for the location of seating.

Hedges and Verges in the Village:  This was discussed in other agenda items.

0809/13 Minor items/ Agenda items for the next meeting

Councillor Tymoszczuk said that the edge of Coachroad Hill is deteriorating.  This will be added to the list of Highways issues.

The next monthly meeting Glentworth Parish Council will be on 20th October 2021 at 7.30pm in Glentworth Village Hall.
