Minutes of the Meeting of Glentworth Parish Council

Date: Monday 21st June 2021    

Venue: Glentworth Village Hall

Attendance: Councillors: J.Latham (Chairman), W. Annibal, C. Montgomery, H Fitzpatrick, E Rook, S. Tymoszczuk.  Also attending: G. Monks (Clerk), District Councillor Howitt-Cowan and PCSO McFaul.

 

2106/1 Apologies for absence

2106/2 Declarations of interest and dispensations from members in accordance with the Local Government

2106/3 Minutes of the Annual Meeting of Glentworth Parish Council held on Monday 4th May 2021

Councillors RESOLVED unanimously to approve the Minutes taken on 4th May 2021.

2106/4 Clerks Report

Councillors noted the report.

2106/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Chairman said he had been involved with addressing the issue at Hawthorne Close.

The Vice Chairman reported that there had been some changes to the committee members and new regular checks on Health and Safety issues had been introduced.

2106/6 Representative Reports

County Council Issues: No update received.

District Council Issues: Councillors thanked the District Councillor for his report.  The District Councillor noted that there are now advertising boards on some roundabouts.  Councillor Annibal noted that this can be dangerous and impede the drivers view, such as at Harpswell roundabout.  The Clerk was asked to raise these concerns with the County Councillor.  It was also noted that a Planning Enforcement Officer can be invited to attend Parish Council meetings.

Police report: PCSO McFaul reported that there has been an escalation of neighbourhood disputes in her area. On 3rd June a report was received about a drone flying over Church Street.  Nothing was found.

2106/7 Planning Matters to be Reported and Considered

142946, Land adjacent to 2 Church Street Glentworth Lincolnshire DN21 5DG, 1no. dwelling (re-submission of plot 1 under application 135838) being variation of condition 16 of planning permission 141044 granted 23 September 2020 - change of house types – Councillors agreed to return the comments previously sent.

143064, Land adj Hillside Barn Hillside Road Glentworth Gainsborough DN21 5DD, erect 1no. dwelling with associated access and landscaping – no comment.

Decision Notice: 142651, The Pebbles 5 Stoney Lane Glentworth Gainsborough DN21 5DF, first floor extension, porch and other internal alterations including new detached garage and workshop – granted.

Decision Notice: 142616, Land adj 30 Church Street Glentworth Gainsborough DN21 5DJ, erect room in the roof bungalow along with associated access and landscaping works. – granted

141074, Hawthorne Close – The Chairman reported that he and the Clerk had been liaising with Planning Enforcement and residents with respect to the breaching of Anglian Water pipes and the diversion of the adjacent stream.

2106/8 Data Protection fee 2021

Councillors RESOLVED unanimously to pay the fee.

2106/9 Community Defibrillator Service Membership

Councillors RESOLVED unanimously to subscribe to the scheme for 2021/22.

2106/11 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and defibrillators are emergency ready.  Stakes are still missing at Pocket Park and the clerk will ask Paul The Gardener to replace them.

Recreation area project: Councillor Latham provided an update noting that items of equipment have now been agreed including a large multi play item, a fisher boat and somersault bars and bids are being sought for funding of the project.

COVID-19: There is no change with measures.

Northlands Road Track: Councillor Annibal said she had been quoted £75 plus VAT for the use of a wacker plate to compact the hard core on the track.  Councillors RESOLVED unanimously to request permission from Glentworth Scottish Farms to undertake this work.  The Clerk will contact the owner of Glentworth Hall to request that the Laurel hedge next to the track near Church Street is cut back.

Speed Indicator Device: Councillors reviewed speed data showing some very high speeds.

Footpath to Harpswell: Councillors RESOLVED unanimously to lodge an appeal to the Secretary of State.  Councillor Latham will make this application and in the meantime alternate routes for a footpath will be assessed.

Information Room: Councillor Montgomery updated Councillors on location options.  Following discussion Councillor Annibal agreed to ask the PCC if the Church could be used.  Councillor Latham and the Clerk will assess the possibility of relocating the noticeboard in Pocket Park.

Actions from the Annual Parish Meeting: There were no actions.

Defibrillator at the Village Hall: West Lindsey District Council will visit to assess the cabinet.  If a fault is found then a replacement will be sought.

Wildlife Trust and Wildlife Flowers: Councillor Rook is making contact with Lincolnshire Wildlife Trust to assess what is possible for the village.

2106/12 Correspondence for Information

All correspondence received was noted.  Councillor Tymoszczuk said that the Neighbourhood Plan did not currently cover some heritage sites in the village.  These should be included when it is next reviewed.

There was nothing noted.

2106/14 Date of Next Meeting

The next monthly meeting Glentworth Parish Council will be on 26th July 2021 at 7.30pm in Glentworth Village Hall.
