Minutes of the Meeting of Glentworth Parish Council

Date: Wednesday 26th January 2022

Attendance: Councillors: W. Annibal (Chairperson), H Fitzpatrick, C. Hebborn, S. Tymoszczuk.  Also attending: District Councillor Howitt-Cowan

 

2601/1 Apologies for absence

Apologies received and accepted from J.Latham, E. Rook, C. Montgomery, County Councillor Perraton-Williams and PCSO McFaul.

2601/2 Declarations of interest and dispensations from members in accordance with the Local Government

2601/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 24th November 2021

Councillors RESOLVED unanimously to approve the Minutes taken on 24th November 2021.

2601/4 Clerks Report

Councillors noted the report. 

2601/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Latham submitted supporting text for the Hawthorne Close planning committee meeting.

2601/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: Councillors thanked the District Councillor for his report. The District Councillor said he had received a reply about the use of Elizabeth Close open space which would require the Parish Council to take on part freehold or a long term lease.  Councillors asked him to clarify ‘part freehold’ and whether there is an option to use it without taking on formal ownership.  This will be an agenda item at the next meeting of the Parish Council.  The West Lindsey Property Manager will be invited to the next meeting.

Police report: One incident has been reported of theft of number plates from a vehicle on Kexby Road.

2601/7 Planning Matters to be Reported and Considered

143866, 36 Church Street Glentworth Gainsborough DN21 5DJ, removal of garage and erection of cabin being removal of condition 5 of planning permission 140984 granted 1 October 2020 re: to allow the cabin to be used as accommodation for short breaks – withdrawn

144117, Partridge Cottage, Church Street, Glentworth, Gainsborough, Lincolnshire, DN21 5DJ, removal of conservatory and replace with garden room – no comments.

143367, Hawthorne Close – Councillors discussed the current situation.

2601/8 Accounts

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 657 to 661.

Budget 2022/23:  The Clerk presented the draft budget.

Final Precept: Councillors RESOLVED unanimously to request a final precept of £10,138, representing a 3% increase.

2601/9 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and the defibrillators are emergency ready.   The Clerk noted the damage to the Pocket Park noticeboard.  Councillors RESOLVED unanimously that this should be removed.

COVID-19: There was no change to measures.

Footpath to Harpswell: The Clerk reported that the Secretary of State has ruled that Lincolnshire County Council must determine the request to reinstate the footpath within the next 12 months.  Councillors thanked Councillor Montgomery for the successful appeal.  The District Councillor will be meeting with the landowner.

Information Room: Following discussion this agenda item was deferred to the next meeting.

Wildlife Trust and Wildlife Flowers: Councillor Rook sent apologies.  Councillors discussed the possible use of the field in front of Glentworth Hall for wildflowers.

Seating in the Village: Councillors RESOLVED unanimously to site one seat in the play park and request from Glentworth Scottish Farms that a seat can be put in the south corner of the field in front of Glentworth Hall.

Platinum Jubilee: It was agreed that Councillor Hebborn should work with the Village Hall Committee to make arrangements.

Old defibrillator relocation:  The Clerk was asked to look into an appropriate location and the cost involved.  Councillor Fitzpatrick will ask her neighbour about training.

Dog Fouling: Councillors agreed that Councillor Montgomery should arrange for signage reminding dog owners to pick up after their dogs.  This could be placed on the troughs on the Northlands Road track.

Village Grass Cutting: The Clerk presented quotations for grass cutting at Pocket Park, Village Hall and Elizabeth Close.  The Clerk was asked to create a simple contract for Paul the Gardner that includes a schedule of cuts for the year.  He will also request a quotation for cutting the village hall grass and hedge.

LIVES donation: Councillors RESOLVED unanimously to donate £50 to LIVES.  Donations will be added to the budget for the coming year.

2601/12 Date of Next Meeting

The next monthly meeting Glentworth Parish Council will be on 23rd February 2022 at 7.30pm in Glentworth Village Hall.
