Minutes of the Meeting of Glentworth Parish Council

Attendance: Councillors: W. Annibal (Chairperson), E. Rook, C. Montgomery, H Fitzpatrick, C. Hebborn, S. Tymoszczuk. Also attending: District Councillor Howitt-Cowan & 1 parishioner
2411/1 Apologies for absence
Apologies received and accepted from J.Latham, County Councillor Perraton-Williams and PCSO McFaul.
2411/2 Declarations of interest and dispensations from members in accordance with the Local Government
1. To record declarations of interest by any member of the council in respect of the agenda items. Councillor Annibal declared an interest for agenda item 2411/7 due to the applicant being a neighbour.

2411/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 20th October 2021
Councillors RESOLVED unanimously to approve the Minutes taken on 20th October 2021.
2411/4 Clerks Report
Councillors noted the report.
2411/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
The Vice Chairman reported the Christmas Tree ceremony would be on 12th December.
2411/6 Representative Reports
County Council Issues: Councillors noted the report.
District Council Issues: Councillors thanked the District Councillor for his report.
Police report: There was no report received.
2411/7 Planning Matters to be Reported and Considered
143866, 36 Church Street Glentworth Gainsborough DN21 5DJ, removal of garage and erection of cabin being removal of condition 5 of planning permission 140984 granted 1 October 2020 re: to allow the cabin to be used as accommodation for short breaks. Comments were agreed that parking should be on the driveway of the property.
143367, Hawthorne Close. The application has been referred to Planning Committee on 6th December. The District Councillor will attend and a statement will be submitted by the Parish Council.
2411/8 Accounts
Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 653 to 656.

Budget 2022/23: The Clerk presented the draft budget.
Estimated Precept: Councillors RESOLVED unanimously to request an estimated precept of £10,138, representing a 3% increase.
2411/9 To receive reports for discussion
Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and the defibrillators are emergency ready.
Recreation area project: The Clerk said that the WLDC match funding grant was close to being approved. Councillors RESOLVED unanimously that the Clerk should be an authorised signatory to complete and submit the FCC Community Action fund application on behalf of the Parish Council. Councillors RESOLVED unanimously to agree to pay 12.5% deposit to secure the current project quotation from LARS LAJ. The Clerk will establish how long this will hold the price for.
COVID-19: There was no change to measures.
Northlands Road Track: There was no discussion.
Footpath to Harpswell: Councillor Montgomery said that Lincolnshire County Council are responding to queries raised by the Secretary of State.
Information Room: Councillors Montgomery, Rook and Annibal proposed the use of a noticeboard. A safeguarding process would be introduced to ensure content was suitable. Councillors agreed that the noticeboard in Pocket Park should be used and relocated to the edge of the Village Hall car park. The Clerk will write to the Village Hall Committee to request their approval for the new location. This will then be promoted to the community.
Wildlife Trust and Wildlife Flowers: Councillor Rook discussed her findings. A proposal with costings and specific items will now be worked on.
Platinum Jubilee: There was discussion about making arrangements with the Village Hall Committee.
Citizens Advice Bureau: Councillors RESOLVED (5 For 1 Against) to donate £50.
Village Hall Committee Health and Safety Checks: Councillors RESOLVED unanimously that they agree to the proposal for the Clerk to undertake these checks subject to him not becoming liable for any unforeseen incident that could occur.
Defibrillator training and old defibrillator use: Councillors agreed that this should be arranged for Spring in liaison with the Village Hall Committee. The old defibrillator will be an agenda item at the next meeting.
