1105/1 Election of Chairman and receive Declaration of Acceptance of Office

Councillors RESOLVED to elect Councillor Latham as Chairman. Councillor Latham accepted. The declaration of acceptance was signed.

1105/2 Apologies for absence

Apologies received and accepted from Councillor S. Tymoszczuk and District Councillor Howitt-Cowan, PCSO McFaul, County Councillor C. Perraton-Williams.

1105/3 Election of Vice- Chairman

Councillors RESOLVED to elect Councillor Annibal as Vice-Chairman. The declaration of acceptance was signed.

1105/4 Election of other Officers and Committee representatives

Councillors RESOLVED that the Village Hall representative is Councillor Hebborn and the GDPR representative is Councillor Hebborn.

Councillors RESOLVED to approve and adopt the Standing Orders. 

1105/7 To Review and Approve Financial Regulations

Councillors RESOLVED to approve and adopt the Financial Regulations.

1105/8 To appoint an Internal Auditor for 2022/23

Councillors RESOLVED to appoint Bridget Solly as the Internal Auditor.

Councillors RESOLVED to approve and adopt the Health and Safety Policy.

1105/10 To Review and Approve the procedure for handling requests under the Freedom of Information Act 2000

Councillors RESOLVED to approve and adopt the Freedom of Information Act procedure.

Councillors RESOLVED to approve and adopt Equal Opportunity Policy.

1105/12 To Review and Approve Complaints Procedure

Councillors RESOLVED to approve and adopt the Complaints Procedure.

Councillors RESOLVED to approve and adopt Disciplinary and Grievance Hearing Procedure.

1105/14 To Review and Approve the Data Protection Policy

Councillors RESOLVED to approve and adopt the Data Protection Policy.

1105/15 To confirm Councillors had reviewed their Register of Interests

Councillors confirmed that these had been reviewed.

1105/16 To adopt the section 137 limit 2022/23

Councillors RESOLVED to adopt the s137 limit of £8.82 per person on the electoral register.

1105/17 To consider 2022/23 PC Meeting dates/time/venue

Councillors RESOLVED to approve the meeting dates proposed by the Clerk.

1105/18 Review the Internal Audit Report and approve the payment of the fee

The report was received and accepted. Councillors RESOLVED unanimously to pay the audit fee.

1105/19 External Audit Exemption

Councillors RESOLVED unanimously not to declare an exemption.

1105/20 To Review and Approve the 2021/22 Annual Governance Statement

Councillors reviewed the statement.  Councillors RESOLVED unanimously to approve the Annual Governance Statement.

1105/21 To consider the 2021/22 Accounting statements

Councillors considered the accounting statements.

Councillors RESOLVED unanimously to approve the accounting statements.

1105/23 Review and Approve payroll administration fee

Councillors RESOLVED unanimously to pay the payroll fee of £174.

1105/25 Planning Matters to be Reported and Considered:

144670, Woodside Cottage, 18-20, Kexby Road, Glentworth, Gainsborough, Lincolnshire, DN21 5DQ extension and alterations to form ground floor en-suite guest bedroom and first floor en-suite master bedroom  - no comments made.

144821, Land adjacent to 1 & 3 St Georges Hill Glentworth Gainsborough DN21 5DB, removal of outbuildings and rebuilding to provide 1no. dwelling, single garage and associated access & landscaping – comments were agreed about road safety at the corner of St Georges Hill and the need to retain the street signage.

1105/27 Banking signatory

Councillors RESOLVED unanimously to add Councillor Latham as a new signatory for the Natwest account.

1105/28 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use, however, the cars had been dismantled by somebody.  The defibrillators are emergency ready.

Recreation area project: Councillor Latham updated Councillors noting that the expected start date for installation will be in July.  It’s hoped there will be an opening ceremony and the Fisher Boat may be named.  Councillor Latham will liaise with the Village Hall Committee about the play park opening and engaging with older children about their play needs.

Councillor Hebborn said that there is land to the north of St Georges Hill that may be dangerous for children if they play there.  The Clerk will let GSF know.

Village Noticeboard: The Clerk reported that it is due to be delivered in late June and the location will need to be agreed.

Platinum Jubilee: The arrangements for the jubilee events were discussed.    A wildlife lectern will be ordered and installed in Pocket Park.  Councillors RESOLVED unanimously to allow a budget of £100 for a new tree to also be introduced.  The Clerk will order the lectern from Allen Signs.

Code of Conduct: Councillors RESOLVED unanimously to adopt the West Lindsey LGA code of conduct.

Donation priorities:  Councillors RESOLVED unanimously to prioritise donations requested from CAB (c.£50), RBL (c.£17.50), LIVES (c.£50) plus an ad hoc additional amount of £50 should a separate request be made by an organisation that benefits the village.  This will be reviewed annually.
