Minutes of the Meeting of Glentworth Parish Council

Date: Wednesday 20th October 2021     

Venue: Glentworth Village Hall

Attendance: Councillors: W. Annibal (Chairperson), E. Rook, C. Montgomery, H Fitzpatrick, C. Hebborn, S. Tymoszczuk.  Also attending: District Councillor Howitt-Cowan.

 

2010/1 Apologies for absence

Apologies received and accepted from J.Latham, County Councillor Perraton-Williams and PCSO McFaul.

2010/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2010/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 8th September 2021

Councillors RESOLVED unanimously to approve the Minutes taken on 8th September 2021.

2010/4 Clerks Report

Councillors noted the report.  The subject of the old defibrillator will be an agenda item at the next meeting.

2010/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Vice Chairman reported the Christmas Tree ceremony would be on 12th December.

2010/6 Representative Reports

County Council Issues: No update received. 

District Council Issues: Councillors thanked the District Councillor for his report. WIFI has been arranged for the Village Hall.  A new code of conduct will be published by the District Council.

Police report: There was no report received.  The Clerk has reported fly tipping on Kexby Road.

2010/7 Planning Matters to be Reported and Considered

143829, Orange Glentworth, Off B1398, Glentworth, Gainsborough, DN21 5BZ, Notification under the Electronic Communication Code Regulation 2003 -removal and replacement of 3no. antennas, internal upgrade of existing equipment cabin and associated ancillary works. – no comment recorded.

143661, Land adjacent to 1 & 3 St Georges Hill Glentworth Gainsborough DN21 5DB, conversion of outbuildings to single dwelling with extension, single garage and associated access & landscaping – comments were agreed of concern about road safety on St Georges Hill, Hillside Road and the sharp corner.

143367, Hawthorne Close.  The Clerk and District Councillor will attend a site meeting on 21st October.

2010/8 Accounts

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payment 652.

Budget 2022/23:  The Clerk requested that Councillors consider any budgetary considerations and inform him of them in the coming months.

2010/9 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use and the defibrillators are emergency ready.   The shrub in front of the Village Hall is covering a safety sign.  This should be cut back.

Recreation area project: The Clerk is working on the funding applications.  The supplier has said there will be a materials price increase in 2022.

COVID-19: There was no change to measures.

Northlands Road Track: There was no discussion. 

Footpath to Harpswell: Councillor Montgomery has written to the Secretary of State who has requested some information from Lincolnshire County Council.

Information Room: Councillors Montgomery and Annibal will visit the church to assess the options.

Wildlife Trust and Wildlife Flowers: The Clerk will include this in the budget and look into availability of grants.

Seating in the Village: The Clerk reported that parishioners had expressed a preference for seating at Elizabeth Close and Northlands Road track. The Clerk will circulate links to seating options to Councillors and enquire about the use of Elizabeth Close open space with West Lindsey District Council.

Request for a wreath:  Councillors RESOLVED unanimously to order a remembrance wreath at a cost of £17.50.

LCC Salt Bags: Councillor Hebborn will contact Mr Lockwood.

2010/10 Correspondence for Information

All correspondence received was noted. 

2010/11 Minor items/ Agenda items for the next meeting

The Platinum Queens Jubilee will be an agenda item at the next meeting.

2010/12 Date of Next Meeting

The next monthly meeting Glentworth Parish Council will be on 24th November 2021 at 7.30pm in Glentworth Village Hall.
