Minutes of the Meeting of Glentworth Parish Council
Date: Monday 6th January 2020
Venue: Glentworth Village Hall
Attendance: Councillors: B.Lee (Chairman), C. Hebborn, C. Montgomery, S. Tymoszczuk and J. Latham. Also attending: G. Monks (Clerk), District Councillor Howitt- Cowan, County Councillor Perraton-Williams.

Apologies received and accepted from Councillor Annibal, Councillor Crampton and PCSO McFaul.

0601/3 Minutes of the Meeting of Glentworth Parish Council held on Monday 25th November 2019
Proposed Councillor Lee seconded Councillor Montgomery and RESOLVED to approve the Minutes taken on 25th November 2019.

Councillors noted the report.
0601/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
The Chairman had nothing to report.
0601/6 Representative Reports
County Council Issues: Councillor Perraton-Williams reminded Councillors that the FixMyStreet app can be used by the public to report Highways issues. The Clerk will arrange for a message to be published in the next Glentworth News. The County Councillor asked if there is WIFI in the Village Hall. The District Councillor noted that WLDC are offering a free broadband option for Village Halls. He will look into this.
District Council Issues: The District Councillor provided an update about district issues including that the garden waste charge had been held at £35 and with respect to application 140077 he would be expressing his concerns over the scale of the proposed dwelling at a planning meeting on 8th January.
Police Report: The PCSO provided apologies but it was noted that there had been an incident on 26th December where 2 dogs attacked a horse on Kexby Road and on 4th January there was a report of a concern for safety of an individual.
0601/7 Planning Matters to be Reported and Considered
None to consider.
0601/8 Church Clock
The Clerk noted that the hourly chimes of the church clock had stopped since the installation of the auto winder system. The Clerk will discuss payment of the invoice to Smith of Derby with the PCC.

Proposed Councillor Lee seconded Councillor Latham and RESOLVED to approve the financial report and to sign cheques 583 to 585.

Budget 2020/21: The Clerk presented a budget update.
Final Precept 2020/21: Proposed Councillor Lee seconded Councillor Latham and RESOLVED unanimously to request a precept amount of £9,650.22 being a 2% increase in current precept. The average Council Tax cost for a band D homeowner would increase from £82 to £83.65.
0601/10 To receive reports for discussion
Play Area and Pocket Park risk assessment report by the Clerk: The Clerk reported that the goal posts had been removed, there were an increasing number of mole hills and the swing cradle seats showed some signs of wear. The Clerk said that he had found that the code to open the defibrillator had not been working and he has therefore reset. The Clerk will include this as one of his routine checks in the future. Some parishioners have seen rats near their properties. The Clerk will check whether this can be reported to WLDC for assistance.
Recreation area project: Councillor Hebborn said the Committee are looking into an Awards For All grant. Councillor Crampton has presented a new vision of the recreation area. The next meeting for the Recreation Area Committee will be on 7th January.
Northlands Road Footpath: The Clerk has asked EC Surfacing to quote for improvements to the surface of the track between Northlands Road and Church Street. No response has been received from the track owner. It was noted that the Laurel hedge has been cut back.
LRSP speed signs: The Clerk gave an overview of the speed sign options and an indication of costs. The Clerk was asked to produce a priority list for projects in the village.
Pocket Park: The Clerk was asked to contact the Lincolnshire Wildlife Trust for their advice on any improvements that can be made.
0601/11 Correspondence for Information
All correspondence received was noted. Councillor Hebborn said he would draft a response about school admissions transport to be submitted as part of the Local Admissions Policy consultation.
