Minutes of the Meeting of Glentworth Parish Council

Date: Monday 23rd November 2020

Attendance: Councillors: J.Latham (Chairman), W. Annibal, S. Tymoszczuk, C. Montgomery, C.Hebborn.  Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan.

 

2311/1 Apologies for absence

Apologies received and accepted from PCSO McFaul and County Councillor Perraton-Williams.

2311/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2311/3 Minutes of the Meeting of Glentworth Parish Council held on Monday 19th October 2020

Councillors RESOLVED unanimously to approve the Minutes taken on 19th October 2020.

2311/4 Clerks Report

Councillors noted the report.

2311/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Latham reported he had written the text for the Village Venture.

Councillor Annibal said that the remembrance wreath had been laid at the memorial and the Village Venture had been distributed to households.

2311/6 Representative Reports

County Council Issues: No update received.

District Council Issues: The report by the District Councillor was noted.  Councillor Latham congratulated the District Councillor on his new appointment as deputy leader of WLDC.

Police Report: No report was received.  Councillor Latham will contact the Police to request an update.

2311/7 Planning Matters to be Reported and Considered

141941, Starbucks Caenby Corner Market Rasen Lincolnshire LN8 2AR, installation of a clearance bar, order point canopy and HVAC condensers – no comment.

2311/8 Accounts

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 619 to 622.

Consideration of budgetary requirements for 2021/22: Councillors discussed the budget for 2021/22 noting that a project manager for the play park project may be needed.  Councillors agreed in principle that any surplus for the current financial year should be earmarked for the play park project.

Agreement of estimated precept 2021/22: Councillors RESOLVED unanimously to request a 2% increase in precept being £9,843.

2311/9 To receive reports for discussion

Play Area and Pocket Park risk assessments: Councillors RESOLVED unanimously to accept the quotation by Playmaintain to repair the play park equipment. The Clerk noted that the log walk had been removed by Playmaintain.  There are a number of mole hills around the swings area.  Defibrillators are emergency ready.

Clerk payment for website: Councillors RESOLVED unanimously to authorise payment for 11 hours work at the Clerks hourly rate.

Recreation area project: Councillor Hebborn said that he had met with HAGS and requested a detailed quotation.  The Clerk will request an itemised quotation from Handmade.

COVID-19: Councillors agreed that the measures should remain in place. 

Defibrillator: Councillors RESOLVED unanimously to pay for membership of the Community Defibrillator Scheme at £100 per year.

Northlands Road Track: The Clerk reported that he had spoken with Glentworth Scottish Farms who are prepared to put a temporary obstruction in pace at either end of the track until a decision is made on a permanent solution. 

 

 

Councillor vacancies: The Clerk reported that West Lindsey District Council have confirmed that casual vacancies can be advertised for.  Councillors agreed that an advertisement for the vacancies should be put on the parish noticeboard and website with a deadline for applications of 18th December.

Village Venture: Councillors RESOLVED unanimously to pay £100 to Village Venture for inclusion of editorial content for 2020/21.

Speed Indicator Device: Councillors discussed a report generated from the data recorded from the SID on Kexby Road.  It was noted that this showed some excessive speeds and a large number of vehicles using the road.  Councillors agreed to keep the sign in the same location for now.

2311/10 Correspondence for Information

All correspondence received was noted.  District Howitt-Cowan said that the extra green bin collection was for 2020 only.

2311/11 Minor items/ Agenda items for the next meeting

Final Precept will be an agenda item for the next meeting.

2311/12 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Monday 4th January 2021.
