Minutes of the Meeting of Glentworth Parish Council

Date: Monday 19th October 2020

Attendance: Councillors: J.Latham (Chairman), W. Annibal, S. Tymoszczuk, C. Montgomery, C.Hebborn.  Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan.

 

1910/1 Apologies for absence

Apologies received and accepted from Councillor M. Crampton, and PCSO McFaul and County Councillor Perraton-Williams.

1910/2 Declarations of interest and dispensations from members in accordance with the Local Government

1910/3 Minutes of the Meeting of Glentworth Parish Council held on Monday 7th September 2020

Councillors RESOLVED unanimously to approve the Minutes taken on 7th September 2020.

1910/4 Clerks Report

Councillors noted the report. Councillor Tymoszczuk pointed out the poor condition of all parts of Northlands Road and the top of Hanover Hill. Councillor Latham will write to County Councillor Perraton-Williams to highlight these issues.

1910/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Latham noted that he attended Planning Committee along with District Councillor Howitt-Cowan with respect to application 141174.  Councillor Annibal said that Glentworth Scottish Farms have approved the purchase of the village Christmas tree.

1910/6 Representative Reports

County Council Issues: No update received.

District Council Issues: The report by the District Councillor was noted.

Police Report: PCSO McFaul submitted a report that said on 12/10 a horsebox had been stolen and on 13/10 there was an attempted theft in the same location.  Councillor Latham emphasised the importance of reporting incidents to the Police.

1910/7 Presentation of the External Audit Report

The Clerk presented the report that showed no issues.  Councillors RESOLVED unanimously to pay the external auditor fee of £240.

1910/8 Planning Matters to be Reported and Considered

141174, Land between Hawthorn Close and Elizabeth Close Glentworth Gainsborough DN21 5ED, erection of 1no. dwelling – Councillor Latham attended Planning Committee along with District Councillor Howitt-Cowan.  The planning application was approved.  The Neighbourhood Plan may need to be reviewed in due course.

Councillors discussed the budget for 2021/22 identifying spend for the play park project, Northlands Road track and street furniture.

1910/10 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk noted that the log walk remains cordoned off.  Councillors agreed that repairs should be undertaken by PlayMaintain.  Defibrillators are emergency ready.

Recreation area project: Councillor Hebborn provided an update saying that progress had stalled.  Councillor Latham will approach the chair of the Village Hall Committee to request a joint meeting to consider what is realistic currently.  Representatives of the Village Hall Committee will be invited to the next meeting of the Parish Council.  Councillor Hebborn agreed to request new quotations that exclude the MUGA.

COVID-19: Councillors agreed that the measures should remain in place. 

Defibrillator: Councillors noted the new defibrillator outside 3 Hawthorne Close and thanked the homeowner for agreeing to site it here.  The Clerk will create an agreement between the homeowner and Parish Council that offers a sum of £20 per year to cover electrical cost.  This will be added to the budget.  Councillors approved the draft agreement with the homeowner.

Northlands Road Track: The Clerk has spoken with Glentworth Scottish Farms who have confirmed ownership of the track. They have agreed to improve one side of the track for pedestrian use and will reimburse the Parish Council for the ‘no vehicles’ signage.  They are prepared to consider a physical barrier to the track entrance to vehicles should the issue persist.  The Clerk confirmed that sat nav companies had been notified that vehicles should not be routed along here.

Parish Council Website Development: The Clerk reported that the website is now complete and can be found at glentworth.parish.lincolnshire.gov.uk.

Christmas Tree: Councillors Annibal and Montgomery will be picking the Christmas Tree on 20th October.

Remembrance Wreath: Councillors RESOLVED unanimously to purchase a wreath from Royal British Legion at £17.50.

Quantum Air Fibre: The Clerk noted that the presentation by Quantum was on the new Parish Council website.  The Clerk will send a link to Councillors.

Councillor vacancies: The Clerk will notify WLDC of 2 vacancies for Councillors once the letter of resignation is received from Councillor Crampton.

Village Venture: Councillor Annibal reported that she has liaised with Village Venture who can offer up to 2 pages of space.  The Clerk will contact them to see if there is a cost involved.

1910/11 Correspondence for Information

All correspondence received was noted. 

1910/12 Minor items/ Agenda items for the next meeting

Councillors requested that the reinstatement of the footpath to Harpswell is pursued with the County Councillor and Estimated Precept should be agenda item.

1910/13 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Monday 23rd November 2020.
