Minutes of the Meeting of Glentworth Parish Council

Date: Monday 15th February 2021

Attendance: Councillors: J.Latham (Chairman), C. Montgomery, C.Hebborn, H Fitzpatrick, E Rook.  Also attending: G. Monks (Clerk), and County Councillor Perraton-Williams.

 

1502/1 Apologies for absence

Apologies received and accepted from Councillors W. Annibal, S. Tymoszczuk and PCSO McFaul, District Councillor Howitt-Cowan.

1502/2 Declarations of interest and dispensations from members in accordance with the Local Government

1502/3 Minutes of the Meeting of Glentworth Parish Council held on Monday 4th January 2021

Councillors RESOLVED unanimously to approve the Minutes taken on 4th January 2021.

1502/4 Clerks Report

Councillors noted the report.

1502/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

There was nothing to report.

1502/6 Representative Reports

County Council Issues: The County Councillor reported that she had surveyed the village for Highways issues and had reported any issues found.  She is awaiting a response relating to repairs on Hanover Hill and Kexby Road.  It was also reported that the Corringham Road junction improvements have been completed and elections are scheduled for May.  Highways budget is being reduced by £15m and the County Council are looking into ways to fill this shortfall.  Councillor Perraton-Williams will send a copy of the latest heat map for Glentworth showing areas that need repair.

District Council Issues: The report by the District Councillor was noted. 

Police report: There was nothing reported.

1502/7 LALC Membership and training subscription

Councillors RESOLVED unanimously to renew the membership with LALC at a cost of £83.02.  The Clerk will circulate a list of training courses to Councillors so demand can be gauged.

1502/8 Church Clock Service

Councillors RESOLVED unanimously to pay for the church clock service at a cost of £254.40.

1502/9 Planning Matters to be Reported and Considered

Planning Application: 142367, Land between Elizabeth Close and, Hawthorn Close, Glentworth, Gainsborough, Lincolnshire, Request for confirmation of compliance with condition 4,5&6 of planning permission 141174 granted 17 September 2021 – no comment.

142266, Land Adjacent Hillside Barn, Hillside Road, Gainsborough, Glentworth, Lincolnshire, DN21 5DD, Request for confirmation of compliance with condition 1 of planning permission 137130 granted 26 January 2018 – no comment.

1502/10 Accounts

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 628 to 629.

Consideration of budgetary requirements for 2021/22: Councillors discussed the budget for 2021/22. A wish list of jobs to be undertaken in the village will be discussed at the next meeting such as litter bins, wild flowers and planters.

1502/11 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported that equipment is operationally safe to use.  Repair to the log walk is awaited.   Defibrillators are emergency ready. 

Recreation area project: The next meeting of the project group is on 16th February to discuss the next steps.

COVID-19: Councillors agreed that the measures should remain in place. 

Northlands Road Track: Planters have been placed at either end of the track by Glentworth Scottish Farms.  Councillor Montgomery will liaise with them to confirm the Parish Council are happy with these and to find when they intend to improve the track condition.  The Clerk will ask Councillor Tymoszczuk to give some ideas of appropriate plants for the planters at the next meeting.

Speed Indicator Device: Councillors reviewed speed data showing some very high speeds.

LIVES donation: Councillors RESOLVED unanimously to donate £50 to LIVES. The Parish Council will seek to arrange first aid training by LIVES when the Village Hall reopens.

Village Noticeboard: Councillor Montgomery raised concern about how cluttered the noticeboard was.  Councillor Latham will check who is responsible for the board.
