Minutes of the Meeting of Glentworth Parish Council
Date: Wednesday 29th April 2026
Venue: Glentworth Village Hall
Attendance: Councillors: S. Pickering-Paterson (Chair), W.Annibal (Vice Chairman), C. Hebborn, E. Rook, C. Montgomery. Also attending: G. Monks (Clerk), Paul Howitt-Cowan (District Councillor).
29/04/1 Apologies for absence

29/04/2 Declarations of interest and dispensations from members in accordance with the Local Government

29/04/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 4th March 2026
Councillors RESOLVED unanimously to approve the Minutes taken on 4th March 2026.
29/04/4 Chairman and Vice Chairmans report
The Chair had nothing to report.
The Vice Chair reported that the Church clock had been removed so that repairs can be started.
29/04/5 Representative Reports
District Council: The District Councillor reported concerns had been raised by home owners about the cost of heating oil, there will be a full council meeting on 13th April, Scampton site is in transition and WLDC must demonstrate a sustainable plan, food bins have been rolled out, community grants are launching soon and the Churches Festival will be held in May.
County Council: The County Councillor sent apologies.
Police: There were no incidents reported in February,
29/04/6 Clerks report
The report by the Clerk was noted.
29/04/7 Planning Matters to be Reported and Considered
There were no new planning matters to review. It was noted that there has been activity on the land between Hillside Road and the B1398. The Clerk will ask WLDC planning whether they are aware. Councillor Hebborn said that the Hawthorne Close open space was a mess. The Clerk was asked to contact WLDC about this.
29/04/8 Accounts
Councillors RESOLVED unanimously to approve the financial report and approve electronic payments e820-e829. The Chair signed the bank statements to confirm the balance of £4,341.08 in the Natwest current account at 28/03/26 and £24,939.32 in the Liquidity Manager 35 day savings account at 31/03/26.

Replacement Signatory: Councillors RESOLVED unanimously to select Councillor Rook as the new signatory for the Natwest current and liquidity savings accounts.
Year End Accounts: The Clerk presented the year end finances and noted a surplus of £4,085 was made in 25/26.
Earmark of Funds: Councillors RESOLVED unanimously to earmark £3.5k for the proposed village entry gates and £500 for wooden asset maintenance. The Clerk will explore the use of the LCC bus stop grant.
29/04/9 To receive reports for discussion
Play Area and Pocket Park risk assessment report by the Clerk: The Clerk provided a report noting that the play equipment was operationally safe although the picnic bench near the swings has a loose slat and there is some movement in the rails on the climbing frame. The Clerk will tighten these and ask for grass cutting to move to every 2 weeks and a weed spray. The defibrillators are emergency ready.
Tree Survey: The tree survey was reviewed and Councillors RESOLVED unanimously to request quotes for the work.
Tillbridge solar: There was nothing new to report.
Emergency Plan: Councillor Rook will look into it.
Entry Gates: There was discussion about location and materials and it was noted that Glasdon can provide a non-wood version.
Outdoor Play Equipment: Councillor Hebborn said the swings need replacing first. The District Councillor said that WLDC funding could be available. The Clerk will ask a provider to meet Councillors on site to discuss possibilities.
Bulb planting: Councillors will look into the cost of bulbs.
Co-option of a Councillor: The Clerk said that one application had been received.
H2 East Pipeline: It is not thought that the pipeline will be close to the village.
New Councillor Emails: The Clerk offered to help any Councillor who was struggling to setup the new email address.
29/04/10 Correspondence for Information
Correspondence was noted.
29/04/11 Minor items/ Agenda items for the next meeting
The Clerk will circulate the LALC training course list to Councillors. Councillor Montgomery noted that the bridge across the stream opposite Glentworth Hall had not been fixed yet.
29/04/12 Date of Next Meeting
The next Parish Council Meeting will be on Tuesday 26th May 2026.
