Minutes of the Meeting of Glentworth Parish Council

 

Date: Wednesday 15th October 2025     

Venue: Glentworth Village Hall

Attendance: Councillors: S. Pickering-Patterson (Chair), W.Annibal (Vice Chairman), C. Montgomery, J. Latham, E. Rook, C. Hebborn and L. Garbutt.  Also attending: G. Monks (Clerk) and Paul Howitt-Cowan (District Councillor).

 

15/10/1 Appoint a Chairperson

Councillors RESOLVED unanimously to appoint S. Pickering Patterson as Chairperson for this meeting. 

15/10/2 Apologies for absence

County Councillor Reeve.

15/10/3 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

15/10/4 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 3rd September 2025

Councillors RESOLVED unanimously to approve the Minutes taken on 3rd September 2025.

15/10/5 Chairman and Vice Chairmans report

The Chair had nothing to report.

The Vice Chairman had nothing to report.

15/10/6 Representative Reports

District Council: The District Councillor reported that he is disappointed at the Tillbridge Solar outcome; a new Chair of WLDC is being appointed; next year is the 30 year anniversary of the Churches Festival; Grants are still available; new food waste bins will be issued in March; it is being considered whether to refurbish or re-site the Leisure Centre.

County Council: Councillor Reeve sent apologies.

Police: The Clerk noted that there were 2 incidents in August.

15/10/7 Clerks report

The report by the Clerk was noted.  The Clerk confirmed he had received the wreath for Remembrance Day.  Councillor Garbutt agreed to design an entry gate for the village.

15/10/8 Planning Matters to be Reported and Considered

None.

15/10/9 Village Venture

Councillor RESOLVED unanimously to pay the invoice of £230 for publishing in Village Venture.

15/10/10 Accounts

Councillors RESOLVED unanimously to approve the financial report and approve electronic payments e803-e809.  The Chair signed the bank statements to confirm the balance of £8,140.62 in the Natwest current account at 30/09/25 and £24,686.41 in the Liquidity Manager 35 days savings account.

External Audit: The Clerk presented the audit outcome that showed no issues had been found.

Budgetary item 2026/27:  The Clerk reminded Councillors to let him know of any costs that may need budgeting for.                                                               

15/10/11 To receive reports for discussion

Play Area and Pocket Park risk assessment report by the Clerk:  The Clerk provided a report noting that the play equipment was operationally safe whilst acknowledging the findings of the annual inspection. The defibrillators are emergency ready.

ROSPA Annual Inspection: Councillors reviewed the report that noted that bushes and shackle bolts should be inspected and the climbing bars are showing signs of movement.  The Clerk was asked to contact Playsafety Ltd to ask for the report to be amended as the shackle bolts and bushes have been replaced recently.  Postcrete will be used to stabilise the climbing bars.

Village Hall memorandum of understanding: The document was discussed.  It was agreed that the Clerk would draft an appendix to the memorandum to list the things that the Parish Council are responsible for.

Christmas Tree: Councillor Annibal explained that a tree has been selected from Fillingham Trees and will be delivered on 28th November.  Lindum will help erect the tree on 1st December.  A light switch on ceremony is being arranged by the Village Hall Committee.

Tillbridge solar: Councillor Garbuttt updated Councillors about the disappointing outcome.

LIVES donation: Councillors RESOLVED unanimously to donate £50.

Winter salt bags: The Clerk was asked to request a new salt bin for the Village Hall area and ask if it can be filled using the 1 tonne salt bag offer.

Emergency Plan:  The existing plan was reviewed and it was found to be very out of date.  Councillor Rook will contact the LCC emergency plan contact in the village.

Glentworth/ Harpswell bridleway: Councillor Mongomery updated Councillors and said the site visit was delayed due to a change of inspector.  A decision is expected in November.

15/10/12 Correspondence for Information

Correspondence was noted.

15/10/13 Minor items/ Agenda items for the next meeting

Councillor Garbutt raised the issue of the land adjacent to St Georges Hill.  The Clerk was asked to add the issue of Japanese Knotweed to the planning enforcement complaint.

The Chair of the next meeting will be Councillor Pickering Patterson.

15/10/14 Date of Next Meeting

The next Parish Council Meeting will be on Wednesday 19th November 2025.
