Minutes of the Meeting of Glentworth Parish Council

 

Date: Wednesday 14th January 2026      

Venue: Glentworth Village Hall

Attendance: Councillors: S. Pickering-Patterson (Chair), W.Annibal (Vice Chairman), J. Latham, C. Montgomery.  Also attending: G. Monks (Clerk), Paul Howitt-Cowan (District Councillor) & County Councillor Reeve.

 

14/01/1 Appoint a Chairperson

Councillors RESOLVED unanimously to appoint S. Pickering Patterson as Chairperson for this meeting. 

14/01/2 Apologies for absence

E. Rook, C. Hebborn and L. Garbutt. 

14/01/3 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2. To note dispensations given to any member of the council in respect of the agenda items.          None declared

14/01/4 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 19th November 2025

Councillors RESOLVED unanimously to approve the Minutes taken on 19th November 2025.

14/01/5 Chairman and Vice Chairmans report

The Chair had nothing to report.

The Vice Chairman reported that she would like to thank Mr. Chambers, Glentworth Scottish Farms and Mr. Loynes for helping with the Village Christmas Tree.

14/01/6 Representative Reports

District Council: The District Councillor reported that the period for green bin renewal is open, the enforcement officer will be available at Corringham Village Hall on 20/2, food waste bins will be delivered by 30/3, there is 16 months until the abolition of WLDC.

County Council: Councillor Reeve said that budgets are being set at LCC and a working party has been formed for Highways issues.

Police: The Clerk noted that were 3 incidents in November 2025.

14/01/7 Clerks report

The report by the Clerk was noted. 

14/01/8 Planning Matters to be Reported and Considered

Planning Inspectorate: APP/N2535/W/24/3358083- Glentworth Hall – It was noted that the appeal had been dismissed.

14/01/9 Accounts

Councillors RESOLVED unanimously to approve the financial report,  approve electronic payments e813-e816 and cheque 000590.  The Chair signed the bank statements to confirm the balance of £5733.75 in the Natwest current account at 30/12/25 and £24,770.19 in the Liquidity Manager 35 days savings account at 30/11/25.

Budgetary items 2026/27:  The Clerk reminded Councillors to let him know of any costs that may need budgeting for.

Final Precept 2026/27: Councillors RESOLVED unanimously to request a precept value of £11,583, being a 3% increase.                                               

14/01/10 To receive reports for discussion

Play Area and Pocket Park risk assessment report by the Clerk:  The Clerk provided a report noting that the play equipment was operationally safe. The defibrillators are emergency ready.

Village Hall memorandum of understanding: Councillors RESOLVED unanimously to approve the appendix. The Clerk will be sent to Councillor Hebborn.

Tillbridge solar: There was nothing to report.

Emergency Plan:  This was deferred until the next meeting.

Glentworth/ Harpswell bridleway: Councillor Montgomery said that a 6 week consultation ends on 23/1 and a diversion to the footpath near Harpswell has been applied for.

Fireworks: There was discussion however it was agreed that there is little that can be done by the Parish Council.

Grants: Councillors RESOLVED unanimously to confirm the grant pledges for the Clock (up to £5,000 +VAT) and Village Hall flood door/ floor (up to £10.5k) refurbishments.

Entry Gates: There was no update.

Parking on Church Street: Councillor Latham noted that there is an increase in the number of vehicles parking on footpaths or obstructing the carriageway on Church Street and Chapel Lane.  County Councillor Reeve said this was a widespread issue and the authorities are reluctant to intervene.  The Clerk was asked to write to all households on these streets to request them to use driveways if they have them and to highlight the impact on emergency services and pedestrians.

St George’s Hill issues: It was noted that the blocked culvert is due to be cleared by 21st January.  Planning Enforcement have been contacted about the works ongoing at 1&2 St Georges Hill.
