Minutes of the Annual Meeting of Glentworth Parish Council

Attendance: Councillors: J. Latham, W. Annibal, E. Rook, C. Hebborn, C. Montgomery, L. Garbutt, S. Pickering-Paterson. Also attending: G. Monks (Clerk), District Councillor Howitt-Cowan, County Councillor Reeve.
2105/1 Election of Chairman and receive Declaration of Acceptance of Office
Councillors RESOLVED to rotate the chair position meeting by meeting. Councillor Hebborn was elected for this meeting. The declaration of acceptance was signed.
2105/2 Election of Vice- Chairman
Councillors RESOLVED to elect Councillor Annibal as Vice-Chairman. The declaration of acceptance was signed.
2105/3 Apologies for absence
No apologies were received.
2105/4 Election of other Officers and Committee representatives
Councillors RESOLVED that the Village Hall representative is Councillor Hebborn and the GDPR representative is Councillor Annibal.

Councillors RESOLVED to approve and adopt the Standing Orders.

Councillors RESOLVED to approve and adopt the Financial Regulations.
2105/8 To appoint an Internal Auditor for 2025/26
Councillors RESOLVED to appoint Paula Mellows as the Internal Auditor.
2105/9 To Review and Approve the Health and Safety Policy
Councillors RESOLVED to approve and adopt the Health and Safety Policy.
2105/10 To Review and Approve the procedure for handling requests under the Freedom of Information Act 2000
Councillors RESOLVED to approve and adopt the Freedom of Information Act procedure.
2105/11 To Review and Approve Equal Opportunity Policy
Councillors RESOLVED to approve and adopt Equal Opportunity Policy.
2105/12 To Review and Approve Complaints Procedure
Councillors RESOLVED to approve and adopt the Complaints Procedure.
2105/13 To Review and Approve Disciplinary and Grievance Hearing Procedure
Councillors RESOLVED to approve and adopt Disciplinary and Grievance Hearing Procedure.
2105/14 To Review and Approve the Data Protection Policy
Councillors RESOLVED to approve and adopt the Data Protection Policy.
2105/15 To Review and Approve Communications Policy
Councillors RESOLVED to approve and adopt the Communications policy.
2105/16 To confirm Councillors had reviewed their Register of Interests
Councillors Garbutt and Latham will review their interests and let the Clerk know.
2105/17 To adopt the section 137 limit 2024/25
Councillors RESOLVED to adopt the s137 limit of £11.10 per person on the electoral register.
2105/18 To consider 2025/26 PC Meeting dates/time/venue
Councillors RESOLVED to approve the meeting dates proposed by the Clerk.
2105/19 Review the Internal Audit Report and approve the payment of the fee
The report was received and accepted. Councillors RESOLVED unanimously to pay the audit fee of £50.
2105/20 External Audit Exemption
Councillors RESOLVED unanimously not to declare an exemption.
2105/21 To Review and Approve the 2024/25 Annual Governance Statement
Councillors reviewed the statement. Councillors RESOLVED unanimously to approve the Annual Governance Statement.
2105/22 To consider the 2024/25 Accounting statements
Councillors considered the accounting statements.
2105/23 To Approve the 2024/25 Accounting Statements
Councillors RESOLVED unanimously to approve the accounting statements.
2105/24 Chairman to sign and date the Accounting Statements
The Chairman signed the Accounting Statements document.
2105/25 Review and Approve payroll administration fee
Councillors RESOLVED unanimously to pay the payroll fee of £162.
2105/26 Police Report
There were 3 incidents reported in March 2025.
2105/27 District Council and County Council Issues
District Councillor Howitt-Cowan reported that the Chair and Vice Chair had swapped positions at the Council, Community Grants will be online soon, the Churches Festival has ended, Baltic Mill has opened, the cinema will open in June. He will ask Michael Head for greater detail of police data for Glentworth.
County Councillor Reeve introduced himself to Councillors.

Councillors RESOLVED unanimously to transfer £7,108 and £2,258 to the Natwest Liquidity savings account and earmark these for the Village Development Fund.
2105/31 To receive reports for discussion
Play Area and Pocket Park risk assessment report by the Clerk: The Clerk reported that the play park equipment was operationally safe to use. It was noted that safety barrier between the swings and car park had collapsed and has since been removed. Councillors agreed to move a picnic table in its place. The Clerk will look into anchor bolts for the picnic table. The defibrillators are emergency ready.
Clock Repair: Councillor Annibal described the issues with the Church Clock and that the estimate for repairs £10,827 ex VAT. Councillors agreed in principle to contribute up to £5,000 +VAT, however, should the PCC achieve other funding or the project costs are more than the estimate then other funding sources should be considered.
Village Hall grounds maintenance: Councillors RESOLVED unanimously to accept the quotation from Glendale Countryside for the grass cut of Village Hall grounds including hedges adjacent to Stoney Lane and weed spray.
Rat Poison: Councillors discussed the issue and noted that warning posters had been put up.
LIVES Training: Councillors discussed timing for the event and asked the Clerk to find availability mid-week during July or August. Other villages would be able to attend.
Defibrillator Maintenance: Councillors RESOLVED unanimously to renew the maintenance agreement for both defibrillators with West Lindsey District Council.
Tillbridge Solar: Councillor Garbutt provided an update.
2105/32 Correspondence for Information
All correspondence was noted by Councillors.
2105/33 Date of Next Meeting
The next Meeting of Glentworth Parish Council will be on Wednesday 2nd July 2025 and will be chaired by Councillor Garbutt.
