Minutes of the Annual Meeting of Glentworth Parish Council

Date: Tuesday 26th May 2026   

Venue: Glentworth Village Hall

Attendance: Councillors: S. Pickering-Paterson, W. Annibal, C. Hebborn, C. Montgomery.  Also attending: G. Monks (Clerk), District Councillor Howitt-Cowan, Mr Andrew Johnson.

 

2605/1 Election of Chairman and receive Declaration of Acceptance of Office

Councillors RESOLVED to elect Councillor Pickering-Paterson.  The declaration of acceptance was signed.

2605/2 Election of Vice- Chairman

Councillors RESOLVED to elect Councillor Annibal as Vice-Chairman. The declaration of acceptance was signed.

2605/3 Apologies for absence

E. Rook and L. Garbutt.

2605/4 Election of other Officers and Committee representatives

Councillors RESOLVED that the Village Hall representative is Councillor Hebborn and the GDPR representative is Councillor Hebborn.

Councillors RESOLVED to approve the Minutes taken on 29th April 2026.

2605/6 To Review and Approve Standing Orders

Councillors RESOLVED to approve and adopt the Standing Orders. 

2605/7 To Review and Approve Financial Regulations

Councillors RESOLVED to approve and adopt the Financial Regulations.

2605/8 To appoint an Internal Auditor for 2026/27

Councillors RESOLVED to appoint Paula Mellows as the Internal Auditor.

2605/9 To Review and Approve the Health and Safety Policy

Councillors RESOLVED to approve and adopt the Health and Safety Policy.

2605/10 To Review and Approve the procedure for handling requests under the Freedom of Information Act 2000

Councillors RESOLVED to approve and adopt the Freedom of Information Act procedure.

2605/11 To Review and Approve Equal Opportunity Policy

Councillors RESOLVED to approve and adopt Equal Opportunity Policy.

2605/12 To Review and Approve Complaints Procedure

Councillors RESOLVED to approve and adopt the Complaints Procedure.

2605/13 To Review and Approve Disciplinary and Grievance Hearing Procedure

Councillors RESOLVED to approve and adopt Disciplinary and Grievance Hearing Procedure.

2605/14 To Review and Approve the Data Protection Policy

Councillors RESOLVED to approve and adopt the Data Protection Policy.

2605/15 To Review and Approve Communications Policy

Councillors RESOLVED to approve and adopt the Communications policy.

2605/16 To confirm Councillors had reviewed their Register of Interests

Councillors confirmed that they had reviewed their registers.

2605/17 To adopt the section 137 limit 2024/25

Councillors RESOLVED to adopt the s137 limit of £11.60 per person on the electoral register.

2605/18 To consider 2026/27 PC Meeting dates/time/venue

Councillors RESOLVED to approve the meeting dates proposed by the Clerk.

2605/19 Review the Internal Audit Report and approve the payment of the fee

The report was received and accepted. Councillors RESOLVED unanimously to pay the audit fee of £50.

2605/20 External Audit Exemption

Councillors RESOLVED unanimously not to declare an exemption.

2605/21 To Review and Approve the 2025/26 Annual Governance Statement

Councillors reviewed the statement.  Councillors RESOLVED unanimously to approve the Annual Governance Statement.

2605/22 To consider the 2025/26 Accounting statements

Councillors considered the accounting statements.

2605/23 To Approve the 2025/26 Accounting Statements

Councillors RESOLVED unanimously to approve the accounting statements.

2605/24 Chairman to sign and date the Accounting Statements

The Chairman signed the Accounting Statements document.

2605/25 Review and Approve payroll administration fee

Councillors RESOLVED unanimously to pay the payroll fee of £168.

2605/26 Police Report

There were no incidents reported in March 2026.

2605/27 District Council and County Council Issues

District Councillor Howitt-Cowan reported that the churches festival had concluded, policy committees have been restructured and community grants are going to last until April 2028.

2605/28 Clerks Report

The Clerk’s report was noted by Councillors.

2605/29 Planning Matters to be Reported and Considered:

None.

The Chair signed the bank statement to confirm the balance of £31336.96 in the Natwest current account at 30th April 2026.

 

2605/31 To receive reports for discussion

Play Area and Pocket Park risk assessment report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use. The bolts on the picnic bench and climbing frame have been tightened. The defibrillators are emergency ready.

Village Hall grounds maintenance: No update

Tillbridge Solar: There was no update.

Memorandum of understanding:  Mr Johnson will check whether Village Hall Insurance covers damage to water pipes under the front drive to the Village Hall.

Entry Gates: Councillor Montgomery continues to look into this.

Co-option of a Councillor:  Councillors RESOLVED unanimously to appoint Mr Andy Johnson to the position of Councillor.  Mr Johnson signed the declaration of acceptance of office form.

2605/32 Correspondence for Information

Councillor Montgomery noted that she had met with the LCC footpaths team who said that a concrete culvert should be installed in the ditch between Glentworth and Harpswell by end of July.

2605/33 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Wednesday 15th July 2026.
