Minutes of the Meeting of Glentworth Parish Council

Date: Monday 22nd February 2023         

Venue: Glentworth Village Hall

Attendance: Councillors: W. Annibal, C. Hebborn, E. Rook, S. Tymoszczuk.  Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan and one member of the public.

 

2202/1 Apologies for absence

Apologies received and accepted from Councillors J. Latham, C. Montgomery, H. Fitzpatrick, PCSO McFaul, and County Councillor C. Perraton-Williams.

2202/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2202/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 11th January 2023

Councillors RESOLVED unanimously to approve the Minutes taken on 11th January 2023.

2202/4 Clerks Report

Councillors noted the report.  It was noted that a road sweep has been requested for the village and road resurfacing is due to happen on Hanover Hill and St Georges Hill in April.

2202/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Vice Chairman said she had helped deliver the solar meeting flyers to each household.

2202/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: District Councillor Howitt-Cowan presented his report.  He added that the District Council had agreed to a 3% increase in council tax.

Police report: There were no issues noted.

2202/7 Planning Matters to be Reported and Considered

None.

2202/8 LALC subscription and training renewal

Councillors RESOLVED unanimously to renew the membership with LALC for 2023/24 but not to subscribe to the training package.

2202/9 Solar Meeting Boards

Councillors RESOLVED unanimously to ratify the decision to purchase poster boards from Elite Signs. 

2202/10 Accounts

Councillors RESOLVED to approve the financial report and approve electronic payments 701 to 703.

Budget 23/24: Councillors discussed budgetary items. 

Staff backpay: Councillors RESOLVED unanimously to pay backpay for 2022/23.

2202/10 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use. The new Community Noticeboard is in place on Stoney Lane.

IGas Oil Wells:  Councillors RESOLVED unanimously to ratify the planning response made to Lincolnshire County Council.  The Clerk will arrange a site meeting with the County Councillor and also contact the MP for the region.

Tillbridge Solar: Councillors RESOLVED unanimously to send the joint letter outlined by 7000 Acres Group.  The Clerk was asked to invite Tillbridge Solar to the Annual Parish Meeting on 24th May.

Kings Coronation: It was noted that the Village Hall Committee would be making some arrangements.

Elections 2023: The Clerk outlined the process and next steps for Councillors.

Glentworth/ Harpswell Bridleway: Further information is awaited following the appeal stage.

Christmas Tree hole: Councillor Latham will talk to Mr Chambers about this.

 

2202/11 Correspondence for Information

All correspondence was noted by Councillors.

2202/12 Minor items/ Agenda items for the next meeting

Councillor Tymoszczuk noted that a silo had blown over close to his property.  The Clerk was asked to contact the HSE to see if any action can be taken with respect to safety.

2202/13 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Wednesday 29th March 2023.
