Minutes of the Meeting of Glentworth Parish Council

Date: Monday 28th September 2022

Attendance: Councillors: J. Latham, W. Annibal, S. Tymoszczuk, C. Montgomery, H Fitzpatrick, C. Hebborn.  Also attending: G. Monks (Clerk), 2 members of the public

 

2809/Public session

A member of the public raised concern over a lack of road signage at the bottom of St George’s Hill resulting in vehicles entering his driveway.  This was discussed in the agenda item.

A member of the public raised concerns about the Tillbridge solar farm proposals which would be close to her property and affect the wellbeing and health of her family.

2809/1 Apologies for absence

Apologies received and accepted from Councillor E. Rook, PCSO McFaul, District Councillor Howitt-Cowan and County Councillor C. Perraton-Williams.

2809/2 Declarations of interest and dispensations from members in accordance with the Local Government

2809/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 29th June 2022

Councillors RESOLVED unanimously to approve the Minutes taken on 29th June 2022.

2809/4 Clerks Report

Councillors noted the report.  The Clerk said that the Community Noticeboard would be delivered on 30th September and that a resurface of Hanover Hill is expected by LCC Highways.

2809/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Chairman reported that he had attended the play park handover meeting with the Clerk and Councillor Rook.

2809/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: The District Councillor report was noted.  The Clerk was asked to request a camera on Northlands Road to monitor and deter fly tipping.

Police report: One incident has been reported in September relating to a suspicious vehicle on Kexby Road.

2809/7 Planning Matters to be Reported and Considered:

145253, Land south of A631 Hemswell Cliff Gainsborough DN21 5UA, erect 196no. dwellings and associated infrastructure, drainage and open space – Councillors decided to re-submit the previous comments made.

2809/8 External Audit

Councillors noted the external audit report which stated ‘the information in Sections 1 and 2 of the AGAR is in accordance with Proper Practices and no other matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met’.  Councillors congratulated the Clerk.  Councillors RESOLVED unanimously to pay the external audit fee of £240.

2809/9 Defibrillator Maintenance

Councillors RESOLVED unanimously to subscribe to the West Lindsey defibrillator maintenance scheme 2022/23 for both defibrillators.

2809/10 Annual Insurance Renewal

Councillors RESOLVED unanimously to ratify the decision to renew the annual insurance arranged by BHIB.

Budget 23/24: The Clerk reminded Councillors that they should consider any item of expense for the coming financial year and let him know.

2809/12 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use, however, there is some movement in the safety bar between the swings.  This will be monitored.  The defibrillators are emergency ready.

Recreation area project: Councillors thanked the Clerk for successfully project managing the play park project.  The Village Hall Committee will be asked to arrange the picnic tables and the naming of the Fisher Boat.  Councillors RESOLVED unanimously to authorise the payment to the Clerk for 20 hours relating to this project.

Pocket Park: Councillors RESOLVED to ratify the decision to apply for the LCC Lincolnshire Wildlife grant to be used for an ecological survey on the Pocket Park pond. Councillor Hebborn agreed to arrange the planting of the jubilee tree.

IGas Oil Wells:  The Clerk noted that IGas would like to attend the next meeting.  Councillor Tymoszczuk raised the idea of purchasing the Northlands Road track.  Councillor Latham asked the Clerk to find out more about a community grant offered by IGas and add the track to the list of priority projects for the village.

Tillbridge Solar: Councillor Hebborn said there had been 2 paper responses and 14 online responses to the community questionnaire and these raised concerns/ opposition to the proposals.  Councillors discussed liaising with other Parish Councils and asking LALC if there is a power to engage with a barrister.  This will be an ongoing agenda item and a note will be made in the Village Venture magazine.

St. Georges Hill Road Sign:  The Clerk will write to the County Councillor to request that new signage is introduced.
