Minutes of the Meeting of Glentworth Parish Council

Attendance: Councillors: J. Latham, W. Annibal, C. Montgomery, C. Hebborn, E. Rook, S. Tymoszczuk. Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan
1101/1 Apologies for absence
Apologies received and accepted from Councillor H. Fitzpatrick, PCSO McFaul, and County Councillor C. Perraton-Williams.

1101/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 23rd November 2022
Councillors RESOLVED unanimously to approve the Minutes taken on 23rd November 2022.

Councillors noted the report.
1101/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC
The Vice Chairman thanked Glentworth Scottish Farms, Ben Loynes and Freddie Chambers for their help with the Christmas Tree. The Clerk will let Councillor Annibal know when the lights are disconnected. Councillor Latham will ask Mr Chambers if he will help again this year. There will be an agenda item at the next Parish Council meeting about a permanent hole for a Christmas tree.
1101/6 Representative Reports
County Council Issues: There was no report. Councillor Latham will write to M. Hill about the lack of attendance.
District Council Issues: District Councillor Howitt-Cowan presented his report.
Police report: There was no report.
1101/7 Planning Matters to be Reported and Considered
LCC REFERENCE: PL/0135/22: to construct a hydrocarbon wellsite, with the drilling of one vertical appraisal well and up to seven horizontal development wells and ancillary development location: land to the west of northlands road, glentworth grid reference: 492644 388105 – Councillors decided to object to this application and to defer a decision until a site visit can be arranged. A response will be worked on to present the reasons for this which include high levels of HGV movements through the village, noise, vibration and impact on Village Life. The response will be published on the Parish Council website. The County Councillor will be contacted to request her support and invite her to a site meeting.
Planning Application: 145993, Land at Hemswell Cliff, Request for scoping opinion for the Hemswell Cliff Food Park. It was agreed to wait for the full application to be presented.
1101/8 Future Village Projects
Councillors discussed future projects which included new litter bins for the play area, improved lighting in the village hall car park, improvements to the Northlands Road track if permitted and adult exercise equipment.
1101/9 Accounts
Councillors RESOLVED to approve the financial report and approve electronic payments 699 to 700.

Budget 23/24: Councillors discussed budgetary items.
NALC salary rates 2022/23: Councillors RESOLVED unanimously to adopt the new salary rates for staff.
Final Precept 2023/24: Councillors RESOLVED unanimously to request a precept of £10,599.54 being a 4.5% increase in value, however this should represent no change in the average band D rate due to dilution by population change in the village.
1101/10 To receive reports for discussion
Play Area and Pocket Park risk assessment Report by the Clerk: The Clerk reported that the play park equipment was operationally safe to use.
IGas Oil Wells: This was discussed under a previous agenda item.
Tillbridge Solar: Councillors agreed that a community meeting should be arranged, presented by 7000 Acres Group, on 1st February. Councillor Rook agreed to draft a leaflet for distribution to each household. A message will be included in the next Village Venture to make the community aware.
Bus Stop Damage: The Clerk reported that Glentworth Scottish Farms are obtaining quotes for repairs to the bus stop. A warning notice will be placed at the bus stop for parishioners’ information and the Clerk will ask Stagecoach whether they are continuing to pick up at this stop.
