Minutes of the Meeting of Glentworth Parish Council

Date: Monday 2nd November 2022        

Venue: Glentworth Village Hall

Attendance: Councillors: J. Latham, W. Annibal, C. Montgomery, C. Hebborn.  Also attending: G. Monks (Clerk), District Councillor Howitt-Cowan 6 members of the public and 2 representatives from IGas

 

0211/Public session

Representatives of IGas outlined the proposal for a new oil well 2.5km west of the northlands road oil well.  Concerns were raised relating to tanker movements around the village during construction and thereafter and the impact on parishioners’ safety, on road surfaces and noise.

Parishioners raised concerns about the Tillbridge Solar proposals.  The Clerk was asked to share the scoping report response with members of the public at the meeting.

Apologies received and accepted from Councillor E. Rook, S. Tymoszczuk, H Fitzpatrick, PCSO McFaul, and County Councillor C. Perraton-Williams.

0211/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 28th September 2022

Councillors RESOLVED unanimously to approve the Minutes taken on 28th September 2022.

0211/4 Clerks Report

Councillors noted the report.  Councillor Latham will check whether there will be a hedge cut along Stoney Lane in preparation for the Community Noticeboard.  The Clerk will request a mirror for the corner of St Georges Hill.  The Clerk will also enquire whether the wildlife grant deadline for submitting a claim can be extended to accommodate the ecological survey at Pocket Park.  District Councillor Howitt-Cowan agreed to request a surveillance camera for Northlands Road to deter fly tipping.

None.

County Council Issues: There was no report. 

District Council Issues: The District Councillor report was noted. 

Police report: There was no report.

0211/7 Planning Matters to be Reported and Considered:

The Clerk will contact the District Council planning team about the state of the Hawthorne Road site.

Councillors RESOLVED to approve the financial report and approve electronic payments 694 to 695.

Budget 23/24: Councillors discussed budgetary items.  CIL payments will be an agenda item at the next meeting.

Estimated Precept 23/24:  Councillors RESOLVED unanimously to request an estimated precept of 2% increase, being £10,341.

0211/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use, however, there is some movement in the safety bar between the swings.  This will be monitored.  The defibrillators are emergency ready. Councillor Latham will ask the Village Hall Committee to decide where to position new seating at the play park.  Councillor Hebborn said that the fisher boat could be named ‘QE2’and he will find the cost for a sign for the boat.

IGas Oil Wells:  There was discussion during public session.  A response will be sent to the initial consultation.

Tillbridge Solar: Parish Councils will be invited to attend a meeting at the Village Hall on 22nd November chaired by 7000 Acre Group.  Councillors RESOLVED unanimously to ratify the response to the scoping report.

Hemswell Neighbourhood Plan:  There were no comments.

Remembrance Wreath: Councillors RESOLVED unanimously to purchase a wreath from Royal British Legion.

Christmas Tree: The Clerk was asked to contact Fillingham Trees to request that they erect the tree as well as delivering.
