Minutes of the Meeting of Glentworth Parish Council

Date: Monday 23rd November 2022       

Venue: Glentworth Village Hall

Attendance: Councillors: J. Latham, W. Annibal, C. Montgomery, C. Hebborn, H. Fitzpatrick, E. Rook, S. Tymoszczuk.  Also attending: G. Monks (Clerk), 1 parishioner

 

2311/1 Apologies for absence

Apologies received and accepted from District Councillor Howitt-Cowan PCSO McFaul, and County Councillor C. Perraton-Williams.

2311/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

2311/3 Minutes of the Meeting of Glentworth Parish Council held on Wednesday 2nd November 2022

Councillors RESOLVED unanimously to approve the Minutes taken on 2nd November 2022.

2311/4 Clerks Report

Councillors noted the report.  Councillors Latham and Hebborn will arrange to clear leaves from the Hanover Hill footpath.

2311/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

The Chairman attend the 7000 Acres Group meeting on 22nd November and he will draft a letter to the County Councillor about representing parishes with respect to this.

2311/6 Representative Reports

County Council Issues: There was no report. 

District Council Issues: There was no report to discuss. 

Police report: There was no report.

2311/7 Planning Matters to be Reported and Considered:

An update about Hawthorne Close was discussed.

2311/8 Accounts

Councillors RESOLVED to approve the financial report and approve electronic payments 696 to 697.

Budget 23/24: Councillors discussed budgetary items.  There will be an agenda item at the next meeting to determine future projects for the village.  The Clerk was asked to enquire with LALC whether Parish Council funds can be used to conduct soil sampling with respect to the solar proposals.  Councillor Hebborn asked whether the Parish Council could pay for grass cutting at the Village Hall.  The possibility of donating was discussed.

2311/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use, however, there is some movement in the safety bar between the swings.  This will be monitored.  The defibrillators are emergency ready. Councillor Hebborn noted that a tree has been planted in the Pocket Park.

IGas Oil Wells:  There was discussion and planning is awaited.

Tillbridge Solar: Councillor Latham provided an overview of the meeting on 22nd November and he will check whether the Village Hall is available on 22/1/23 to hold a community meeting where 7000 Acres Group could present to parishioners.  Councillor Hebborn will ask 7000 Acres Group whether they can attend.  Councillors RESOLVED unanimously that in principle they are content to sign a statement from joint parishes subject to final wording of this.

Road naming: A resident of a new property adjacent to 2 Church Street explained that the private road to the property needs a name and the District Council require the Parish Council to approve this.  Councillors agreed that the suggestion of ‘Buzzard Lane’ was suitable.

CIL Payments: The Clerk noted that a CIL report must be submitted to the District Council by year end.  It was agreed that receipt of £90 in 2021/22 was used for the play park project.

Church Street No Turning Sign: The request for a no turning sign at the end of Church Street (nr Northlands Road track) was discussed, however, it was decided that Councillors did not support the need for one.
