Minutes of the Meeting of Glentworth Parish Council

Attendance: Councillors: J. Latham, E. Rook, C. Hebborn, S. Pickering-Paterson and L. Garbutt. Also attending: G. Monks (Clerk) and 3 members of the public

 

04/09/1 Apologies for absence

Councillors W.Annibal, C. Montgomery and Paul Howitt-Cowan (District Councillor).

04/09/2 Declarations of interest and dispensations from members in accordance with the Local Government

04/09/3 Minutes of the Annual Meeting of Glentworth Parish Council held on Wednesday 3rd July 2024

Councillors RESOLVED unanimously to approve the Minutes taken on 3rd July 2024.

04/09/4 Clerks Report

Councillors noted the report. It was noted that St George’s Hill footpath had been cleared.  Councillor Hebborn requested that the bus stop trees on B1398 are cut back. 

04/09/5 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

None.

County Council: None.

District Council: None.

Police report: There were no new incidents recorded.

04/09/7 Planning Matters to be Reported and Considered: WL/2024/00108, Land adjacent to 3 St Georges Hill Glentworth Gainsborough Lincolnshire DN21 5DB, erect 1no. dormer bungalow with associated access and landscaping works - withdrawn

WL/2024/00638, Glentworth Hall Northlands Road, Glentworth, Gainsborough, Lincolnshire, DN21 5DL, change of use of dwelling and grounds to holiday let/group accommodation.  Members of the public were invited to update Councillors about their concerns about this application.  Councillors RESOLVED unanimously to object to the application due to traffic, noise and disturbance to neighbours and fire safety along with concern about the content of the application document, which appears to contain factual inaccuracies and unproven assertions.

Councillors RESOLVED to approve the financial report and approve electronic payments e758-e765.  A Councillor signed the bank statement to confirm the balance of £32,027.17 at 31/8/24.

Savings’ accounts: Councillors RESOLVED unanimously to appoint 2 signatories from GM, WA and CM for the Unity Trust savings account with internet access for JL and GM.

External Audit:  The response has not yet been received.

Budget:  Councillors were reminded to consider budgetary items for 25/26.

04/09/9 To receive reports for discussion

Play Area and Pocket Park risk assessment Report by the Clerk:  Councillors reviewed the report from ROSPA on the safety of play equipment at the play park.  The Clerk will obtain quotes for repairs to the swings.

Solar Proposals: Councillor Garbutt said there are open sessions that the public can attend to make their views clear on 15/16th October for the Tillbridge solar proposal. 

Village Hall maintenance: Councillor Hebborn said that there will be a Village Hall Committee meeting the following week.

Insurance Renewal: Councillors RESOLVED unanimously to ratify the decision to renew Parish Council insurance with AVIVA as set out by Clear Insurance Management.

Remembrance Wreath: Councillors RESOLVED unanimously to purchase a wreath to be laid at the church on Remembrance Day (s137 Free Resource Local Government Act 1972)
