Minutes of the Annual Meeting of Glentworth Parish Council

Date: Wednesday 22nd May 2024           

Venue: Glentworth Village Hall

Attendance: Councillors: J. Latham, W. Annibal, E. Rook, C. Hebborn, L. Garbutt, S. Pickering-Paterson.  Also attending: G. Monks (Clerk).

 

2205/1 Election of Chairman and receive Declaration of Acceptance of Office

Councillors RESOLVED to elect Councillor Latham as Chairman. Councillor Latham accepted noting that this would be the last year that he assumes this position. The declaration of acceptance was signed.

2205/2 Apologies for absence

Apologies received and accepted from C. Montgomery.

2205/3 Election of Vice- Chairman

Councillors RESOLVED to elect Councillor Annibal as Vice-Chairman. The declaration of acceptance was signed.

2205/4 Election of other Officers and Committee representatives

Councillors RESOLVED that the Village Hall representative is Councillor Hebborn and the GDPR representative is Councillor Hebborn.

2205/6 To Review and Approve Standing Orders

Councillors RESOLVED to approve and adopt the Standing Orders. 

2205/7 To Review and Approve Financial Regulations

Councillors RESOLVED to approve and adopt the Financial Regulations.

2205/8 To appoint an Internal Auditor for 2024/25

Councillors RESOLVED to appoint Paula Mellows as the Internal Auditor.

2205/9 To Review and Approve the Health and Safety Policy

Councillors RESOLVED to approve and adopt the Health and Safety Policy.

2205/10 To Review and Approve the procedure for handling requests under the Freedom of Information Act 2000

Councillors RESOLVED to approve and adopt the Freedom of Information Act procedure.

2205/11 To Review and Approve Equal Opportunity Policy

Councillors RESOLVED to approve and adopt Equal Opportunity Policy.

2205/12 To Review and Approve Complaints Procedure

Councillors RESOLVED to approve and adopt the Complaints Procedure.

2205/13 To Review and Approve Disciplinary and Grievance Hearing Procedure

Councillors RESOLVED to approve and adopt Disciplinary and Grievance Hearing Procedure.

2205/14 To Review and Approve the Data Protection Policy

Councillors RESOLVED to approve and adopt the Data Protection Policy.

2205/15 To Review and Approve Communications Policy

Councillors RESOLVED to approve and adopt the communications policy.

2205/16 To confirm Councillors had reviewed their Register of Interests

Councillors confirmed that these had been reviewed.

2205/17 To adopt the section 137 limit 2024/25

Councillors RESOLVED to adopt the s137 limit of £10.81 per person on the electoral register.

2205/18 To consider 2024/25 PC Meeting dates/time/venue

Councillors RESOLVED to approve the meeting dates proposed by the Clerk.

2205/19 Review the Internal Audit Report and approve the payment of the fee

The report was received and accepted. Councillors RESOLVED unanimously to pay the audit fee.

2205/20 External Audit Exemption

Councillors RESOLVED unanimously not to declare an exemption.

2205/21 To Review and Approve the 2023/24 Annual Governance Statement

Councillors reviewed the statement.  Councillors RESOLVED unanimously to approve the Annual Governance Statement.

2205/22 To consider the 2023/24 Accounting statements

Councillors considered the accounting statements.

2205/23 To Approve the 2023/24 Accounting Statements

Councillors RESOLVED unanimously to approve the accounting statements.

2205/24 Chairman to sign and date the Accounting Statements

The Chairman signed the Accounting Statements document.

2205/25 Review and Approve payroll administration fee

Councillors RESOLVED unanimously to pay the payroll fee of £162.

2205/26 Police Report

There were no incidents reported in March 2024.

2205/27 District Council and County Council Issues

None.

2205/28 Clerks Report

The Clerk’s report was noted by Councillors.

2205/29 Planning Matters to be Reported and Considered:

Glentworth Hall – it is understood that a planning application will be forthcoming.

Councillors RESOLVED unanimously to approve the CIL return for 2023/24 which rolls funds forward for the use in purchasing a speed indicator device.

Councillors RESOLVED unanimously to earmark reserves of £22,108 to the village development fund.

The Clerk will look into savings accounts that may be appropriate for Parish Council reserve funds.

2205/31 To receive reports for discussion

Play Area and Pocket Park risk assessment report by the Clerk:  The Clerk reported that the play park equipment was operationally safe to use. It was noted that cable ties had been attached to the power cable above the play equipment and the grass is long in some places. The defibrillators are emergency ready.

Clock Repair: Councillors RESOLVED unanimously to pay the invoice for the clock repair.

Village Hall agreement: Councillors RESOLVED unanimously to approve the arrangement where the Parish Council pay for broadband in exchange for no village hall rental fees being charged.  This arrangement will be reviewed annually.

Pocket Park maintenance and new tree: Councillors were happy to accept the kind offer of a new Hawthorn tree from Mr M. Davey.  The Clerk was asked to obtain quotes for the grass and hedge cutting of Pocket Park, the plants in front of the village hall, hedge in front of the Village Hall, hedges around car park and a weed spray of the car park.

New speed sign location: Councillors RESOLVED unanimously to order a new speed sign and consult with LRSP about positioning it close to the layby on the entry to the village from Kexby.

Grant Awarding Policy: Councillors will annotate the policy to indicate amendments that they would like to see.

Village Venture: Councillors RESOLVED unanimously to start to publish updates in the Trent Village Gazette as well as Village Venture.  Funding will only be provided to Trent Village Gazette in future.

2205/32 Correspondence for Information

All correspondence was noted by Councillors. 

2205/33 Date of Next Meeting

The next Meeting of Glentworth Parish Council will be on Wednesday 3rd July 2024.
