Minutes of the Meeting of Glentworth Parish Council

 

Date: Wednesday 22nd July 2026             

Venue: Glentworth Village Hall

Attendance: Councillors: S. Pickering-Paterson (Chair), L. Garbutt, C. Hebborn, E. Rook, A Johnson.  Also attending: G. Monks (Clerk), Paul Howitt-Cowan (District Councillor) and County Councillor Reeve

 

22/07/1 Apologies for absence

22/07/2 Declarations of interest and dispensations from members in accordance with the Local Government

1. To record declarations of interest by any member of the council in respect of the agenda items.  None declared

22/07/3 Minutes of the Meeting of Glentworth Parish Council held on Tuesday 26th May 2026

Councillors RESOLVED unanimously to approve the Minutes taken on 26th May 2026.

22/07/4 Chairman and Vice Chairmans report

The Chair had nothing to report.

The Vice Chair sent apologies.

22/07/5 Representative Reports

District Council: The District Councillor reported that a new play area was opening at Hemswell Cliff, there will be a committee meeting to discuss the future of the Leisure Centre, the blacksmiths at Willoughton has been saved, there will be £4m in the community grant programme for 2026-28, the Churches Festival raised c.£38k.

County Council: The County Councillor noted that there will be community grants available, scoping has begun for A15 widening and a 50mph limit would be applied to B1398 near Grayingham.

Police:  There were no incidents reported in May,

There were none to consider.

22/07/8 Accounts

Councillors RESOLVED unanimously to approve the financial report and approve electronic payments e834-e839.  The Chair signed the bank statements to confirm the balance of £19,171,45 in the Natwest current account at 30/06/26 and £10,501.99 in the Liquidity Manager 35 day savings account at 30/06/26.

22/07/9 To receive reports for discussion

Play Area and Pocket Park risk assessment report by the Clerk:  The Clerk provided a report noting that the play equipment was operationally safe and the defibrillators are emergency ready. Councillors asked the Clerk to request a delay to further grass cuts until further notice and that the hedges are cut at Pocket Park.

Tillbridge solar: It was noted that a community liaison scheme may be available in the future.

Emergency Plan:  Councillor Rook has made contact with LCC and a cluster meeting will be arranged with other parishes.

Tree Work: Councillors RESOLVED unanimously to select Welton Tree Services to undertake the tree works close to the Village Hall.

Memorandum of Understanding: Councillor Johnson confirmed that the Village Hall are responsible for the culvert maintenance in front of the Village Hall and this was covered by their insurance policy.  Councillor Hebborn will check if there is a date for review of the document.

Annual Insurance Renewal:  Councillors asked the Clerk to negotiate of the renewal terms.

Village Gardening:  Councillor Rook suggested that there should be a community gardening day.  Councillor Garbutt said that the Village should be surveyed to find areas that need attention.  Councillors Rook and Garbutt will do this.

Bus Stop grant:  There was discussion about the addition of a retaining wall and solar lighting to the bus stop on B1398.  County Councillor Reeve will ask Highways if an approved supplier must be used.  The Clerk will contact the grants team to see if these ideas will qualify for a grant and which suppliers would be appropriate.

Gates to Village Hall grounds: Councillor Johnson expressed concern that the gates will impact of the powering of the Christmas Tree lights.  The Clerk was asked to contact a conveyancer to assess whether these gates are permitted.

Broadband: Councillor Johnson has spoken to Quickline who may be able to provide a preferential service.  The Clerk will speak to Quickline about this.

Glentworth Story Boards: There was discussion about the introduction of story boards around the village showing the history of the village, The District Councillor offered £200 toward this.  Councillors will look into historic details first and then look into displays.

22/07/10 Correspondence for Information

The Clerk will report excess gravel at the bottom of Hanover Hill to FixmyStreet.
