Minutes of the Meeting of Glentworth Parish Council

Date: Monday 4th January 2021

Attendance: Councillors: J.Latham (Chairman), W. Annibal, S. Tymoszczuk, C. Montgomery, C.Hebborn, H Fitzpatrick, E Rook.  Also attending: G. Monks (Clerk) and District Councillor Howitt-Cowan.

 

0401/1 Apologies for absence

Apologies received and accepted from PCSO McFaul and County Councillor Perraton-Williams.

0401/2 Declarations of interest and dispensations from members in accordance with the Local Government

0401/3 Appointment of Councillors

Councillors RESOLVED unanimously to appoint Helen Fitzpatrick to the position of Councillor.  Councillors RESOLVED unanimously to appoint Emily Rook to the position of Councillor. 

0401/4 Minutes of the Meeting of Glentworth Parish Council held on Monday 23rd November 2020

Councillors RESOLVED unanimously to approve the Minutes taken on 23rd November 2020.

0401/5 Clerks Report

Councillors noted the report.

0401/6 Chairman's/ Vice Chairman's report on activities undertaken on behalf of the PC

Councillor Latham noted the repair to the Kexby Road pot hole near Hawthorne Close.  He will contact County Councillor Perraton-Williams to establish if this is a temporary fix.

Councillor Annibal said that the Christmas Tree would be taken down on 5th January and thanked Glentworth Scottish Farms for their help.  Councillor Latham will draft an update to be published in the February edition of Village Venture.

0401/7 Representative Reports

County Council Issues: No update received.

District Council Issues: The report by the District Councillor was noted.  Councillor Howitt-Cowan welcomed the two new Councillors.

Police Report: On 31/12/20 a burnt out car was found on Kexby Road.  The Nextdoor app can be downloaded by anyone to discover more about local police and Neighbourhood issues.

0401/8 Planning Matters to be Reported and Considered

142068, Land South of A631 Adj Dog Kennel Lane Hemswell Cliff, 2 dwellings – no comment; 142131, 12 Kexby Road Glentworth Gainsborough DN21 5DH, annex to be used in conjunction with the main dwelling house – no comment.

Councillors RESOLVED unanimously to approve the financial report and authorise electronic payments 623 to 627.

Consideration of budgetary requirements for 2021/22: Councillors discussed the budget for 2021/22.

Agreement of final precept 2021/22: Councillors RESOLVED unanimously to request a 2% increase in precept being £9,843.

0401/10 To receive reports for discussion

Play Area and Pocket Park risk assessments: The Clerk reported a number of mole hills around the swings area.  Defibrillators are emergency ready.  The Clerk will chase the defibrillator agreement from the householder on Hawthorne Close.

Recreation area project: Councillor Latham outlined the need for a project manager and that impetus is needed along with two new volunteers. Councillors RESOLVED unanimously that the Clerk should be project manager and can claim for time spent.  Councillor Rook and Councillor Latham will help to drive the project forward.

COVID-19: Councillors agreed that the measures should remain in place. 

Northlands Road Track: The Clerk was asked to contact Glentworth Scottish Farms to suggest planters made of recyclable material as an alternative idea to prevent traffic using the track.

Speed Indicator Device: Councillors reviewed speed data.  The speed device will be repositioned to the bottom of Hanover Hill.

There was nothing noted.

The next Meeting of Glentworth Parish Council will be on Monday 15th February 2021.
